Medium-Sized Grant Facility - Call for Proposals

Mangroves for the Future (MFF) is pleased to announce the launch of a Medium-sized Grant Facility (MGF).  MFF is a partnership-led initiative to promote investment in coastal ecosystems (corals, sea grasses, estuaries, mud flats, etc.) including but not restricted to mangroves.  For more information about MFF, visit: http://www.mangrovesforthefuture.org. 

MFF MGF supports projects that contribute to the sustainable development of coastal areas in Vietnam through good practices of coastal ecosystems management, sustainable livelihoods, and coastal resilience.

Budget: Up to US$75,000
                               
Implementation period: Up to 24 months

Thematic focus
The thematic scope of MGF projects will comprise four priority programmes of work (PoWs) described in the MFF Vietnam National Strategy and Action Plan (NSAP) (click here).  These PoWs are: coastal rehabilitation, sustainable livelihoods, community resilience and adaptive management.  Project objectives should clearly support one or more PoW either directly or in a strong cross-cutting manner.  In addition, projects should include provisions for direct policy advocacy and pilot intervention mainstreaming at both national and sub-national levels within the wider geographic region in which the project is situated.  Projects should be climate-proofed following MFF reference tools and guidelines.

Eligibility
Proposals can be submitted by eligible organizations and agencies with operations in Vietnam that meet the following criteria:

- Are registered, preferably for at least three years (see Annex 2).
- Have a proven or strong capacity and experience in formulating and implementing projects related to integrated coastal management.
- Have a track record of working with government and NGOs as well as local communities in a participatory way.
- Can demonstrate experience in project management and financial administration.

The project design should reflect the multi-sectoral and partnership-based features of MFF.

Selection process
Applicants should submit a concept note of no more than 4 pages in English (see Annex 1).  Short-listed applicants will be invited to submit a full proposal.  Please note that an invitation to submit a full proposal is no guarantee that it will be financially supported by MFF.  The deadline for submitting concept notes is 17:00 Friday, March 16, 2012.  Applicants should email concept notes to: Ms. Nguyen Thi Bich Hien, MFF SGF/MGF Manager, IUCN Vietnam, Building 2A, Van Phuc Diplomatic Compound, 298 Kim Ma, Ba Dinh, Hanoi, email: [email protected].  Applicants can send questions by email only up to 17:00 Friday, March 9, 2012.  No telephone inquires please.

A. Project rationale: Problem statement and issues and interventions to be considered to address the problem.
B. Project context: Brief description of ecology, community, policies, and climate concern if any.
C. Project objective(s): What is the project trying to achieve and how is it related to the MFF PoWs.  The objective(s) should contribute to improved management of coastal ecosystems.
D. Project outcomes and impacts: What are the likely outcomes of the project and the deliverables?  Describe how the project will contribute to strengthening coastal ecosystem management and how your target group will benefit from it.  Provide a log-frame.
E.Project implementation and sustainability: What are the main project activities?  Does it build on any existing projects?  How will the project’s positive impact be sustained after this funding ceases?
F.Target groups: Beneficiaries.
G.Project risks and assumptions: Describe potential barriers to the implementation of the project and how they will be overcome.  Please describe any risks and impacts due to climate change and how the project will address these (i.e., adaptation to climate change).
