Vietnam to Exempt Tuition Fees for Five-Year-Olds in Public Kindergartens from Sep

Vietnam will exempt tuition fees for five-year-olds in public kindergartens starting September 1, according to the Ministry of Education and Training (MoET)’s announcement on May 13 regarding the 2024-2025 school year’s fees.

The ministry emphasized that local authorities should implement tuition fee exemptions and reductions following Decree 81. This policy will apply to all five-year-olds in non-autonomous kindergartens. Previously, only specific groups like children with disabilities, orphans, and those in remote areas received support.

Schools will follow local People's Council resolutions for fees other than tuition, such as service fees for educational activities.

Decree 81 sets the tuition fee ceiling for all education levels from 2021-2026. Non-autonomous kindergartens could charge up to VND540,000 per student per month since the 2022-2023 school year, with annual increases capped at 7.5%.

However, due to COVID-19, this policy was delayed, and last year, localities still used the pre-2021 fee levels, with the highest being VND200,000 per month. Some areas, including Haiphong City, Quang Binh, Danang, and Ba Ria-Vung Tau, already exempted tuition fees for all students, including preschool and kindergarten children.
