Vietnam Quang Ngai Proposes Re-borrowing ODA for Grassroots Healthcare Proj

The People’s Committee in Vietnam’s central province of Quang Ngai is seeking permission from competent government agencies to re-borrow the official development assistance (ODA) and soft loans for a project to develop the grassroots healthcare-supplying networks and units in the locality. According to the proposal, the local authorities want to re-borrow as much as 50% of the project’s funding, instead of 70% as stipulated in the government’s Decree 97/2018/ND-CP dated June 30, 2018. The move is within the provincial authorities’ budget. The provincial healthcare department is tasked to be the project’s investor and finalize the feasibility study and other procedures for upgrade and repairs of healthcare stations in communes and districts.
