Vietnam's Preschool Education Faces Three Key Challenges

Three "bottlenecks" in the development of Vietnam’s preschool education are financial resources, teacher workforce, and unequal access to preschool education, according to the government office’s announcement about the conclusion of Prime Minister Pham Minh Chinh at a working session in Hanoi on April 22.

Under the conclusion, PM Chinh highlighted the need for strong changes to mechanisms, policies, mobilization, and allocation of resources to make a breakthrough in the development of preschool education, especially policies on taxes, land access, credit, and socialization issues.

To continue innovating and developing preschool education commensurate with its crucial role in the national education system, the Prime Minister requested the Ministry of Education and Training to incorporate the opinions of the delegates at the meeting to further refine the Government's report proposing the enactment of a Resolution on universalizing preschool education for three-five-year-old children and a Resolution on renovating the preschool education curriculum meticulously.

Mr. Chinh also called for attention to allocating public investment budgets for the period 2026-2030 in line with the principles, criteria for allocating public investment capital, and other resources to build, repair, and upgrade temporary classrooms, ensuring safety for children and teachers, especially in areas prone to natural disasters and floods.

By 2030, Vietnam is set to complete the universalization of preschool education for three to five-year-old kindergarten children.
