Pathfinder International (PI) is an US-based NGO whose mission in Viet Nam is to improve reproductive health (RH) through capacity building and policy-focused initiatives that respond to the needs of the society. To this end, PI supports efforts to strengthen pre-service and in-service training in reproductive health, including core clinical reproductive health practices, youth-friendly services and HIV/AIDS prevention, care and treatment. In addition, PI works to strengthen reproductive health management practices and policies supportive of quality RH training and services. Since 2004, Pathfinder has directed support towards building effective partnerships in both the public and private sectors. In order to support ongoing RH training needs nationally, a pilot in-service training network was established, under the leadership of the MOH and the national leading hospitals. To be effective, the network must have required capacity as well as the authority and recognition of the Ministry of Health. The extension phase has been firstly supporting three Reproductive Health Care Centers in Can Tho, Vinh Phuc and Hue provinces to serve as provincial training centers approved by MOH to train for other neighboring provinces followed by expansion to other five RHPs Reproductive Health Care Centers. Pathfinder is seeking qualified and experienced candidate for the following position:

Senior Program Officer specializing in Training (SPO)

The SPO will support the expansion of Pathfinder’s pilot Reproductive Health training network in the public sector as well as training activities of Professional Medial Associations. In particular, the preferred candidate will have extensive experience in the health/RH sector and a strong understanding of Vietnam’s health policies and systems.

The position of SPO requires a responsible, organized person with the capacity to play a leadership role in Pathfinder, and possess the ability to think strategically about RH issues in Viet Nam and to articulate program strategies and principles within the organization and externally. The person should also have a keen interest in learning new skills and in striving for perfection. S/he must be mature, able to work both independently and to lead a team of professional staff. S/he must be able to coordinate independently with international consultants (design training teams, develop scopes of work) and engage with senior level consultants, as well as central and provincial level partners, in substantive discussions about the RHP’s activities and approaches.

In addition, the position of SPO involves the provision of monitoring and support to Pathfinder’s partners in Viet Nam. The SPO monitors and supports grantee activities, coordinates technical assistance and monitors grantee budgets. The SPO also acts as Team Leader for one or more of Pathfinder’s technical teams (adolescent RH, advocacy, etc.), and is involved as a team member in several of these teams.

Requirements:
•       Minimum of eight experience in RH or related field.
•       Medical degree and/or master of public health or related field
•       Clinical experience strongly preferred
•       Experience in RH program management and implementation in the public and/or the non-profit sector
•       Strong understanding of national health system and policies
•       Experience in working with both central and provincial level partners
•       Excellent oral and written English and Vietnamese language skills
•       Able to communicate and coordinate well with Vietnamese and international partners
•       Excellent leadership, supervision, management and analytical skills, including budget management skills
•       Excellent computer skills (word processing and spread sheet)
•       Requires significant in-country travel/opportunity for limited regional and international travel.
