World Population Foundation (WPF) is a Dutch non-governmental organization aiming to improve sexual and reproductive health and promote sexual and reproductive rights in Asia, Africa and Europe.
WPF’s Country Strategy in Vietnam focuses on improving sexual and reproductive health services and information for adolescents and young people.
World Population Foundation Vietnam is now seeking consultant(s) to conduct a mid term evaluation of a project named “Breakthrough program for youth in 4 reform schools in VN”. Please see the Term of Reference attached.

Project “ Breakthrough Program for Youth in  Reform Schools”

Background:
The World Population Foundation, a Dutch-based NGO, focuses on promoting reproductive health and rights for people in developing countries, and is undertaking a project called “Breakthrough Programme for Youth in Reform Schools in Vietnam” in four reform schools for young offenders in the provinces of Ninh Binh, Da Nang, Dong Nai, and Long An.

The project aims at:
Improving the quality and accessibility of general health services of the reform schools, especially care and treatment for students living with HIV/AIDS.
Improving the emotional well-being of students to enable them to actively take part in self-care and peer education related to sexual and reproductive health..
-    preparing the students properly for their reintegration to society and to prevent recidivism.
The project will run from June 2007 until December 2010, and we are now looking for a consultant  to carry out a mid-term evaluation of the project.

Objectives of the evaluation:
(1) to review the project progress against the approved activity plan;
(2) to assess achievements against the indicators and anticipated results set down in the logical framework, judging the effectiveness and efficiency of the project in terms of reaching or moving successfully towards the objectives established;
(3) to assess the extent to which the current applied approaches are appropriate to ensure achievement of the project objectives;
(4) to identify if any additional kinds of support are needed or requested by stakeholders (including WPF) for the remaining time of the project;
(5) to identify potential/existing weaknesses and propose measures and recommendations to overcome the deficiencies observed.

Scopes of work:
In order to achieve the above objectives, the consultant(s) will work with WPF project staff, project partners in Hanoi and travel to project sites to work with project partners and beneficiaries in 4 reform schools to collect necessary information and data; and finally, provide a report in English and Vietnamese covering all issues mentioned in this ToR.

Working schedule
The evaluation mission is expected to be carried out in early or mid September 2009.

Specific conditions:
The consultant will work closely with Project Manager / Program Assistant of WPF and will report to the Country Representative of WPF

Payment: A contract will cover the negotiated number of working days. The consultant will be offered a daily rate commensurate with qualifications and experiences. Travel and per diems during field trips will be covered.

Consultant’s profile:
At least 5 years working experience in monitoring/evaluation, especially with international funded projects and/or in the field of sexual and reproductive health
Good interpersonal skills
Strong analytical skills
Strong observational skills
Strong writing skills in both English and Vietnamese  – or access to competent translators
