Project Officer

Médecins du Monde France (MDMF) is a French humanitarian organization. Operating in Vietnam since 1989, MDMF is now supporting comprehensive HIV/AIDS services, ranging from prevention, VCT, to treatment, care and support, and OVC programs in both Hanoi and Ho Chi Minh City. Hanoi’s program operates via mobile and home care teams and through its full-service outpatient facility, the Tay Ho Day Care Centre (TayHo DCC)

MdMF is seeking a qualified Vietnamese national applicant to join their dynamic team in Hanoi in the role of Hanoi Social Project Officer-Outreach & Prevention

Overall Role:
- The main duty of Hanoi Social Project Officer – Outreach & Prevention (HN SPO O&P) is to ensure the implementation of the prevention aspects of the Project in Tay Ho and surrounding districts of Hanoi.
- The HN SPO O&P is supervised by HN Site Coordinator. He/she receives technical support and guidance from the Country Social Coordinator.
- The HN SPO O&P should participate in weekly MdM project team meetings; Day Care Centre (DCC) meetings; and monthly and quarterly project management board meetings. Besides these main responsibilities, the HN SPO O&P will co-operate with the financial & administrative staff in budgeting and financial tracking.

Main Duties and Responsibilities

Implementation and support to partner:
 - Support the DCC director, the mobile outreach team and the counseling team to direct the prevention programme and ensure it is in line with the proposal, effective, well monitored
- In collaboration with appropriate other DCC staff including the home based care team mainstream harm reduction and prevention in all areas of the programme.
- Support the DCC director in establishing working plans and appropriate follow-up of the staff involved in prevention activities.
- Develop mobile team’s capacity in the field of harm reduction and the targeting of at risk groups including IDUs, SWs and MSM.
-mOrganize occasional events, such as MdM’s World Aids Day response.
- Work with donor representatives to ensure activities are commensurate with donor and other guidelines.
- Monitor mobile teams in the city/on spots during their working hours (incl. night time). Support the MT in promoting
- Identify and facilitate relevant trainings for staff and source trainers when required.

Design and planning:
- Analyze collected data and develop recommendation and initiatives as appropriate to improve the programme.
- Participate in the development of new proposals in cooperation with the Social Coordinator. Specifically, involves in assessment of HIV/AIDS and drug use situation for designing appropriate intervention models.

Coordination and representation
- Represents MdM at technical meetings at HN level
- Create a network between all partners working on the social side of the Project and with other organisations working in similar fields.
- Attend workshops, trainings and meetings with the relevant forums in Hanoi.
- Collaborate with the medical team to ensure effective coordination of all MdM-supported activities.
- Collaborate with counterparts in MdM’s other programmes in Vietnam to ensure harmonisation, coordination and joint reporting.
- Together with social team, prepare and facilitate weekly social activities coordination meetings (with support from assistant and general coordinator).
- Cooperate with the SPO-Support and maintain progress in their absence during annual leave or sickness etc.
-  Encourage full participation of PLHIV in all elements of the project cycle.

Reporting:
- Report monthly/quarterly/annually and on time on the activities progress to HN Site Coordinator and Country Social Coordinator ;
- Assist partners in developing and implementing efficient reporting systems.
- Performs other relevant duties as assigned by the Hanoi site Coordinator.

Required education, skills and qualities
- A university degree majoring in Social Science or related fields or other evidence of appropriate experience, skills and abilities;
- At least 2 years of relevant, proven working experience in HIV/AIDS prevention;
- Experience in program design, implementation, monitoring and evaluation;
- Ability to provide technical assistants to the DCC effectively and persuasively;
- Strong inter-personal skills, diplomatic and sensitive;
- Strong team skills focusing on participation and consensus-building;
- Strong abilities in report writing and data handling;
- Ability to work flexibly in a dynamic environment;
- Perfect command in computer hardware (Word, Excel, Power Point, Epi Info, Outlook);
- Experience of working with non-governmental organizations;
- Fluent in English and Vietnamese.
