Senior Project Officer

Position title      : Senior Project Officer
Workplace        : Hanoi (with required travelling to project sites)
Reports to        : Hanoi Habitat Resource Center (HN HRC) Director
Relates to        : Project teams, Clients, Implementing Partners, officials, Community & Intl Networks
   
Key areas of responsibility
- Integration of Habitat for Humanity's Vision, Mission, Goals and Values into al facets of project design and delivery
- Support timely completion of inputs and outputs as per project work schedule.
- Carry out all day-to-day project management activities in close collaboration with JRCWP / FISH project team (construction, logistics and communication).
- Support procurement process; assist project expenditures, monitor and evaluate project and overall project budget against actual expenditures with and Finance Dept on a monthly basis.
- Assist in the installation of monitoring and evaluation framework/system for project delivery.
- Prepare timely monthly & quarterly consolidated project reports as required by HFHI and donors.
- Coordinate approvals and host visitors to the projects, including donors, government officials, NGOs and journalist/film crews.
- Develop and maintain good relations with local government partners and community stakeholders; represent HFHIV at the provincial and inter-agency meeting or workshops to develop networks and partnerships.
- Ensure program effectively and efficiently meets agreed key performance indicators (KPI).
- Provide support during volunteer builds with volunteer coordinating team to ensure safety and a positive experience for volunteers and community partners.
- Liaise regularly with program, finance and administrative team leaders and perform any other tasks as agreed for overall operational needs in addition to those agreed with the HRC Director.
- Support all the components of the JRCWP / FISH Project which include Habitat Resource Centre (HRC) – vocational training and the housing micro-finance program delivery.
- Oversee project’s micro-finance component
- Oversee project’s livelihood training component
- Provide support and ensure all HFHIV related policies are appropriately applied and upheld within projects.
- Implement project evaluations with assistance of project teams, partners and consultants; lead the process and conduct operational and financial audits annually.

Skill and Experience Requirements
1. At least 3 years previous work managing multi-dimensional project for professional organisation: profit or non-profit: preferably in community based construction, water and sanitation projects. However individuals with strong project management experience outside of sector will be considered.
2. Knowledge of  community based housing water and sanitation construction
3. Good interpersonal and communications skills;
4. Excellent time management and organizational skills
5. Ability to work effectively with people from economically challenged communities.
6. Strong experience in project design, implementation, monitoring, evaluation and report writing.
7. Fluency in written and spoken English and Vietnamese
8. Willingness to learn and adopt new technologies.
9. Clear communication skills and computer proficiency in MS Word, Excel, presentations, and current PC applications & software related to the job and industry
10. Willingness to conduct research on relevant topics in support of HFHI program expansion
11. Experience and demonstrated aptitude for forging effective project teams
12. Available to travel to the field/project location and to training/workshop both domestic and international 

Remuneration Range:  Competitive. Range dependent on qualifications and experience.

Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of project performance appraisals.
