*1.                  **BACKGROUND*



The Flemish Association for Development Cooperation and Technical Assistance
(VVOB) is a non-profit organization that by order of the Flemish and the
Belgian government contributes to the improvement of the quality of
education in developing countries. The cooperation between VVOB and Vietnam
started in 1992. 18 years later VVOB has outgrown its substitution and
project phases, with a programme concentrating on the sectors of basic
education and agricultural extension. The Multi Year Plan 2008-2013 and the
Programme Operational Plan 2008-2010 are built on the foundations laid in
the past, i.e. teacher training especially through Environmental Education
(EE) and Information and Communication Technologies (ICT), and educational
management.



The current education programme aims to improve the quality of lower
secondary education in 5 provinces of North and Central Vietnam (Thai
Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated
support to the Active Teaching and Learning (ATL) change processes by means
of EE and ICT.



Education Management Component (EM) under VVOB is working primarily with 5
DOETs by capacity building of educational managers at provincial, district
and school level through activities to improve their educational
competencies to guide the ATL change process.



In 2010, EM follows the TOT approach by establishing core groups at 5
provinces, training them and coaching them to conduct the pilot and
multiplication process afterward. Since the beginning of 2010, 2 TOT
trainings have been taken on “ ICT for ATL” and “ ATL for school managers”.



Based on the outcomes of the extensive survey among schools managers, there
is a  need for soft skills training, particularly in communication field.
Three sub- topics have been identified :

-         Meeting facilitation skills

-         Conflict management and resolution

-         Presentation skills.



*2.                  **OBJECTIVE AND SCOPE OF THE PROJECT*

VVOB is currently seeking for 2 consultants to provide TOT for a core group
of  30 Vietnamese education managers who are DOET’s, BOET’s officers and
school principals. The goal of the present intervention is to enable the 5
DOETs to deliver “Communication * for School staff members” *trainings in
their provinces using this core group members.



The intervention will consist of:



-         Collecting relevant best practices from Vietnam and other
countries that can be used as a basis for the development of this course

-         Developing the agenda, course content and course material for the
*train the trainer workshop* in a participatory way and take the specific
Vietnamese context into account

-         Facilitating the *Train the Trainer* workshop**

-         Develop the certification test

-         Evaluate the test

-         Assess the lesson plans sent by the provincial trainers

-         Making a report about the complete intervention.**

-         Follow up and further support for training at provinces (attend
pilot class).**

“Active Teaching and Learning” methodologies should be used for both the
course development (ATL methodologies foreseen in the design of the
training) and for the Train the Trainers activities (ATL methodologies in
the delivery of the workshop).



*3.         METHODOLOGY*



A team of 2 consultants with extensive expertise in different fields of
education and communication will carry out the assignment. The topics
covered are “ Meeting facilitation skills; conflict management and
resolution; presentation skills” in the specific context of school in
Vietnam.

One of the consultants is responsible for coordination of the work and
leading the team.



The study will include desk review of Best practices both in Vietnam and
abroad related to communication between teachers and between teachers and
their school principals.

Prior to the development of the training content, a draft agenda listing the
different sessions, the content, the objectives, the timing and the teaching
methodology will be developed. The draft agenda of the trainings will be
sent to VVOB for comments and sign off.**

All reports are submitted by the team leader, but the other team member has
to be able to present his written contributions in all tasks. All reports
should be submitted to the VVOB EM Office in English.





*5.         SUPERVISION, TEAMWORK AND ADMINISTRATIVE SUPPORT*

One of the consultants will lead the team and provide detailed work plan and
timeframe that specifies the contribution of each consultant in this review.
The team leader is responsible for submitting the recommendations and final
report.

The consultants will be supervised and guided by the VVOB EM Coordinators
listed above. The consultants will interact with the relevant stakeholders
(DOET and core group members).

The logistics of the workshop and all meetings will be arranged by VVOB EM
staff.

Administrative support will be supplied by the VVOB EM Hanoi.

*6.         QUALIFICATIONS, EXPERIENCE AND COMPETENCIES*

   - Both Vietnamese and expatriate are welcome
   - Post graduate degree in education, communication or other relevant
   field
   - Strong background on training of teachers/trainers (TOT)
   - Substantive knowledge on the training topics is required, proven track
   record of previous consultancies in the area of soft skills trainings
   (communication, conflict resolution…).
   - Knowledge of Vietnamese Government structures and education system
   including educational policies and strategies
   - *Familiar with innovative teaching methodologies (Active Teaching and
   Learning) and with facilitation skills.*
   - *Able to work independently and in team*
   - Computer literate

The remuneration is paid based on the UN EU Guidelines for Financing of
Local Costs in Development Co-operation with Vietnam.
