Call for Interest: The 'Water Supply & Sanitation Program' is looking for
two Specialists in Rural Water Supply for Binh Dinh Province. The 'Water
Supply & Sanitation Program in Binh Dinh Province' (WSSP) is looking for a
specialized Vietnamese Centre which is qualified in Rural Water Supply
topics and could supply two experts for short term inputs to advise the
project in a manner as described below. Individual Vietnamese consultants
specialised in relevant fields of Rural Water Supply (RWS) may also apply.

The two experts will advise the PPMU of WSSP on the future operation of Phu
Cat - Tuy Phuoc Rural Water Supply Scheme; one expert will verify the legal
and administrative framework of the proposed management model and the other
one will evaluate its practical aspects, such as the implementation
modalities, as well as practical provisions for the day to day management
of the service.

The first consultant will verify whether the model for Management,
Operation and Maintenance of the Phu Cat - Tuy Phuoc RWS Scheme, as
proposed by pCERWASS, fits within the existing legal and administrative
framework for RWS in Vietnam (from national to provincial level). The
consultant will make recommendations to the Project and to pCERWASS on
whether changes either to the model or to the regulations are deemed
necessary.

The second consultant will verify whether the model for Management,
Operation and Maintenance of the Phu Cat - Tuy Phuoc RWS Scheme, as
proposed by pCERWASS, is practical in its day to day application, will be
easily manageable and is likely to deliver the expected results. The expert
will evaluate the autonomy of pCERWASS as service provider, the involvement
of the key stakeholder and the provisions put into place for enhancing
community involvement and customer satisfaction. The consultant will make
recommendations to the Project and to pCERWASS whether changes in the
management model are deemed necessary in order to make it more manageable
or better adapted to the real situation in the field.

Tentative starting date of the assignments will be mid-August, respectively
for a period of 10 days and 20 days per expert. Interested centres or
candidates should express their interest by sending references and the
