Call for Concept Note: Strengthening Organizational and Technical Capacity of Regional Civil Society Organizations or Networks to Promote Human Rights and Inclusion of LGBTI people




Background
The ‘Being LGBTI in Asia’ initiative is a regional partnership between UNDP, the Swedish Embassy in Bangkok and USAID. The initiative is aimed at advancing the well-being of lesbian, gay, bisexual, transgender and intersex (LGBTI) people, and reducing inequality and marginalization on the basis of sexual orientation, gender identity and intersex status. The initiative is a collaboration with civil society, and engages with national and regional institutions to advance protective policies and practices, and empower civil society. It supports policy and operational research, and strategy development with key populations and a range of stakeholders at national and regional level. The initiative is currently being implemented in Southeast Asia and China, including in-country activities in China, Indonesia, the Philippines and Thailand.

Efforts to advance LGBTI equality in the Asia Pacific region have expanded rapidly in recent years. The LGBTI rights movement has used a wide range of strategies and tactics to advance their goals and objectives. For example, strategic litigation has been employed to repeal sodomy laws in specific countries. Other approaches include forging relationships with governments and national human rights bodies, as well as educating the general public on the needs and experiences of LGBTI people. Finally, many organizations have successfully partnered with the United Nations to ensure existing human rights mechanisms and protections are extended to people of diverse sexual orientation and gender identity and expression.

However, the LGBTI rights movement faces considerable operational and programmatic challenges. The fact that they are attempting to influence decisions at the regional, national, and local levels of government – and in countries where strong political, cultural, legal, and social forces oppose LGBTI rights – makes their limited resources budgets seem even smaller and their needs even greater.

UNDP Bangkok Regional Hub invites regional civil society organizations and networks to submit a concept note describing proposed programme activities to achieve the following:

  *   Strengthen organizational capacity to increase the knowledge base on human rights and inclusion of LGBTI people
  *   Strengthen organizational capacity to advocate for human rights and inclusion of LGBTI persons
UNDP is the UN's global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP’s vision is to support countries in achieving the simultaneous eradication of poverty and significant reduction of inequalities and exclusion.

Focus Areas for Concept Notes
The submission should focus on the following three areas:

Organizational capacity strengthening
Objectives may include, but are not limited to: strengthening the capacity of the regional organization and its national partners to develop and implement organizational strategic plans, work plans, budgets, communication strategies, risk assessments, monitoring and evaluation plans. Increasing the capacity of organizations to mobilize community members, build partnerships and mobilize resources.

Outputs and activities may include: External support for strategic and work planning. Development of monitoring frameworks. Support for human resources. Support for costs related to organizational governance. Training workshops on topics related to organizational capacity and/or technical capacity of key staff such as advocacy, human rights and networking, communications and media engagement, leadership skills, financial management etc.

Advocacy for Human Rights and Inclusion of LGBTI people
Objectives may include, but are not limited to: strengthening the technical capacity of activists at the regional and national levels on human rights of LGBTI people and intersectionality with related issues; improving understanding of the United Nations human rights monitoring mechanisms and intergovernmental processes; facilitating South-South learning and partnership building; developing safety protocols for human rights defenders and supporting self-care.

Outputs and activities may include: Capacity building workshops and provision of information on human rights, intersectionality, human rights monitoring mechanisms and intergovernmental processes. Assessment of needs and development of safety protocols and other tools addressing self-care and safety of human rights defenders. Facilitating South-South exchanges and sharing of good practices.  Supporting national organizations and networks in advocacy with government departments and human rights bodies. Collaborating with other civil society organizations and rights advocates working on human rights of vulnerable groups.

Strategic Information and Research
Objectives may include, but are not limited to: strengthening the use of strategic information by identifying and filling knowledge gaps and strengthening communication of results.

Outputs and activities may include. Research and documentation of Sexual Orientation, Gender Identity and Intersex related issues at the regional and national levels. Producing communication plans to disseminate results of such studies widely. Producing and translating technical reports into briefing documents in local languages. Developing and implementing campaigns. Developing an organizational knowledge management strategy. Development of an online platform and training curriculum to systematically gather information on human rights violations of LGBTI people.

Project to be awarded
Under this call for concept note, a project will be awarded to a regional civil society organization or network that promotes human rights and inclusion of LGBTI people in Asia and the Pacific. One award of up to USD 150,000 will be granted for a period of 12 months.

Eligibility Requirements

  *   Be a non-state, civil society organization/network in the Asia Pacific region;
  *   Organization includes LGBTI community members and/or has established links to gay, lesbian, transgender and intersex communities and experience directly involving members of those communities in the development and implementation of programmes and activities;
  *   Demonstrated previous engagement in regional policy processes and experience convening LGBTI groups to promote and protect human rights of LGBTI people;
  *   Demonstrated organizational capacity on issues relating to the promotion and protection of human rights of LGBTI people;
  *   Existing regional and national engagement with multi-lateral institutions, national human rights institutions (NHRIs), civil society organizations, the United Nations or other international stakeholders and government departments;
  *   Be legally registered and demonstrate the capacity to effectively manage award funds and implement activities;
  *   Demonstrate that the organization’s mandate, values and ways of working are guided by principles of Human Rights and Human Development.

Selection criteria
Selection will be based on technical merits of the proposal, cost effectiveness and alignment with organizational strategy. Applicants are invited to submit a concept note with a costed work plan of proposed activities, implementation timelines, organizational description and monitoring plan.

An assessment of best value for money will review the ratio between the requested support for operating cost (including capital and recurring cost, i.e. office rent, electricity, etc.) versus the activity and output cost. Therefore, it is recommended operating costs not exceed 15 per cent of the total value of the proposed budget.  The maximum overhead cost may vary depending on the type of activity, size of the project to be implemented, country or security situation among other factors.

The proposal should clearly link requested human resource cost(s) to outputs of the project.

‘Being LGBTI in Asia’ is a regional initiative supported by the United Nations Development Programme, the Embassy of Sweden in Bangkok and the U.S. Agency for International Development. The initiative works closely with lesbian, gay, bisexual, transgender and intersex (LGBTI) civil society advocacy groups, governments and human rights bodies in South East and East Asia to strengthen capacity and promote human rights and inclusion of LGBTI people in development efforts.
