operated by people with disabilities (PWDs), for the rights of PWDs.<br>DRD
and the community are building a support model based on the rights of
PWDs in an effort to promote equal opportunities for PWDs, encourage and
create favorable conditions for PWDs to participate fully in all
activities like other members in society.</p>

roll of honor “Vietnam Intellectuals” for individuals and organization
that had typical achievements for the community development in 2015.
This event was on live broadcast in Ha Noi. Ms. Vo Thi Hoang Yen
(Founder and Director of Disability Research and Capacity Development
Center) and Ms. Luu Thi Anh Loan (Acting Director DRD) were honored
their contributions for People with disabilities. It was organized by
Vietnam Union of Science and Technology Associations (VUSTA) sector Ha
Noi combined with the Intellectual Magazine and Development
Organization.</p>

Thi Nguyet Anh's disability hasn't stopped her from pursuing her art.
She's working on perfecting her collection of preserved butterflies,
spread out in frames against colourful backgrounds. Kim Anh reports.</p>

<p class="" style="text-align:justify">A garden full of
butterflies and a room full of butterfly pictures. This should sum up
disabled artisan Vu Thi Nguyet Anh's passion in life.</p>
<p class="" style="text-align:justify"> </p>
<p class="" style="text-align:justify">A room on Tran Phu
Road, Bao Loc City, the Central Highland province of Lam Dong, houses
Anh's lively, diversified, and colourful collection of butterfly
pictures. Anh was awarded the title of artisan in 2013. Thousands of her
pictures are displayed or sold in Viet Nam and foreign countries,
including the US and Japan.</p>
<p class="" style="text-align:justify"> </p>
<p class="" style="text-align:justify">Patient with a dream</p>
<p class="" style="text-align:justify"> </p>
<p class="" style="text-align:justify">When Anh was small, she
would watch her friends move around freely and easily. With her legs
paralysed, Anh would sit for hours and watch butterflies flying around
cluster of flowers. Soon, she saw herself patiently waiting to catch
them so that she could turn them into part of her landscape paintings.
Whoever visited her house would be so impressed with her pictures that
they would entreat her to sell one to them. However, at that time Anh's
pressed butterflies faded and broke easily.</p>
<p class="" style="text-align:justify"> </p>
<p class="" style="text-align:justify">"Our country has
hundreds of kinds of beautiful butterflies. Each butterfly is a
masterpiece of the nature. Keeping the natural colour of butterflies and
putting them in frames, they can be an attractive picture," Anh said.</p>

<p class="" style="text-align:justify"><strong><span style="color:rgb(0,128,0)">2. Australia supports disability-inclusive development in Viet Nam</span></strong></p>
<p class="" style="text-align:justify">Australian's Minister
of Foreign Affairs, Julie Bishop MP, on Monday released Development for
All 2015-2020: Strategy for strengthening disability-inclusive
development in Australia's aid program.</p>
<p class="" style="text-align:justify">According to a press
release issued by the Australian Embassy in Ha Noi, the paper said that
people with disabilities make up about 15 per cent of the global
population and have poorer health outcomes, lower educational
achievements, lower economic participation, as well as higher poverty
rates than people without disabilities.</p>
<p class="" style="text-align:justify">"Disability-inclusive
development is good development practice and contributes to poverty
reduction, economic growth, and better development outcomes for all,"
said Hugh Borrowman, the Australian Ambassador to Viet Nam.</p>
<p class="" style="text-align:justify">Australia supports
people with disabilities in Viet Nam through existing and future aid
projects. To improve the quality of their lives, Australia will consult
people with disabilities, monitor their participation, and engage with
disability-specific support services and other relevant organisations.</p>
