<p class="MsoNormal"><b><span lang="EN-GB" style="font-size:11.0pt">Background: </span>
</b><o:p></o:p></p>
<p class="MsoNormal"><span lang="EN-GB" style="font-size:11.0pt;color:#212121">Persons with disabilities, when compared to the general population, face higher risks in conflict situations and natural disasters. Research shows that persons with disabilities
are among the most marginalized people in crisis-affected communities and disproportionately affected by conflict and emergency situations. In disasters, their mortality rate is two to four times higher than that of persons without disabilities. What is more,
persons with disabilities are more likely to be left behind in emergency responses and often cannot access humanitarian aid due to a range of environmental, physical, and social barriers. </span><o:p></o:p></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><span lang="EN-GB" style="font-size:11.0pt;color:black">The inclusion of persons with disabilities in humanitarian action has been taken forward at the international level through
the adoption of the Convention on the Rights of Persons with Disabilities (2006) and the Charter on Inclusion of Persons with Disabilities in Humanitarian Action (2016). A specific commitment was made at the World Humanitarian Summit in 2016, aiming to develop
globally-endorsed system-wide guidelines on in</span><span style="font-size:11.0pt;color:black">cluding</span><span lang="EN-GB" style="font-size:11.0pt;color:black"> persons with disabilities in humanitarian action. The resulting IASC Guidelines on Inclusion
of Persons with Disabilities in Humanitarian Action were endorsed by the IASC Principals in 2019, after a large consultative process with Member States, Organisations of Persons with Disabilities (OPDs), Civil Society Organisations working with persons with
disabilities and/or humanitarian action and UN Agencies. </span><o:p></o:p></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><span lang="EN-GB" style="font-size:11.0pt;color:#212121">To better understand if and how the IASC Guidelines have been operationalised and promoted at the regional and national
levels and to take stock of NGO needs for further tools and capacity support action with regards to disability inclusion, ICVA consulted with a range of actors, including NGOs, NGO fora and UN agencies on their existing knowledge management needs of the sector
for an enhanced inclusion of persons with disabilities in humanitarian action. The main findings of these consultations have been assembled in a draft report.
