                Dear all,

I would like you to attend a meeting on Thursday 13th September, from 10am
to 12 in the Jasmine Room, UN Country Office.

      The meeting will continue our series of discussions around the IDRR
      events from the week of the 8th to 12th October. The date is
      approaching fast and although much has been happening, we need to
      update one another and act on a number of issues that still need
      further work/finalizing asap.

The proposed agenda will include:

            ·         The 12th October IDRR agenda – finalizing the
            speakers and their messages as well as the other activities for
            the morning
            ·         Progress on the development of the book – more than
            10 stories have been received and editing is on-going but we
            would like some more!
            ·         Videos for the short film to be shown on the 12th –
            2-3 videos have been/are being made but there is space for
            more!
            ·         Media coverage – making sure that we get as much
            attention as possible for the events of the week (see attached
            list of media people that we intend to approach)
            ·         The events from the 8th to 11th October – in Hanoi
            and in the provinces (I attach, fyi ,the JANI ToR for the IDRR
            event to be held in Dong Thap)and the events list (populated so
            far just by Oxfam..!)

Let me share with you once again the final messages, as designed by our
working group. These are:
      1.        Recognise the strength of women and girls in reducing

      Please find attached the brief minutes from the IDRR meeting that we
      held on the 15th August at the NGO Resource Centre. Thanks very much

            ·         The UN/Oxfam Policy Brief on Gender Equality in CCA

            be discussed.

      A few of us will meet tomorrow to brainstorm on the main messages and
      will send these out prior to the next meeting.

      The next meeting, as agreed, is this Friday 24th from  4-5pm at the
      NGO Resource Centre and will follow the regular monthly meeting of

      Dear all,

      Sincere apologies in the delay in writing up these brief notes from
      our meeting on the 2nd August. Minute writing is definitely not one
      of my limited strengths..

      Essentially, we went through the 18th July action points below:

            The main event will be the morning of the 12th October, to be
            organized by UN WOMEN, VWU, UNDP and Oxfam, probably at the
            Hanoi Club Hotel (tbc) – this will include:
                  a keynote address by Ms Madhavi Malalgoda Ariyabandu from
                  UNISDR (Asia Pacific Regional Centre, Bangkok – confirmed
                  already) and speeches by the UN Resident Coordinator,
                  Head of UNWOMEN, a senior GoV official..
                  showing of a ~10min  film of a collation of short clips
                  showing women and girls involvement in DRR activities.
                  The film would be put together by a video consultant
                  hired by UN Comms to work alongside NGO/UN/other staff
                  who would be responsible for making the short clips in
                  different provinces around the country. A guidance note
                  for POs of INGOs/VNGOs to film interviews with men and
                  women in their project areas would need to be developed
                  (by Ms Viet Lan of UN Comms). The issues that should be
                  captured should be in keeping with the agreed main
                  messages (see below). All clips from different
                  organizations will then be sent to UNDP for collation
                  into a short documentary. The guidance notes should be
                  sent to the DMWG members soon for them to film at the
                  local level.
                   possibly try to get some women/girls or a married couple
                  along to speak on their involvement in DRR (from INGO
                  project sites)
            ·         Invitations for this event should come from the
            CCFSC/DMC – to better ensure that the event is attended by GoV
            ·         Monday 8th to Thursday 11th different organizations
            are to lead different events in Hanoi and around the country
            where they have on-going project activities to increase
            visibility/coverage of the issues. Expressions of interest for
            these came from:
                  Save the Children
                  Live and Learn – young people’s game/competition
                  Oxfam – webinar (this is part set of 6 webinar sessions
                  on gender and DRR/CCA. The first will be at the end of
                  October or beginning of November. Oxfam will discuss with
                  the WB if we can use their facility for participants from
                  Hanoi to join.)
                  VWU/UNWOMEN – public service announcement; Phu Yen/Dinh
                  Binh experiences shared on TV in Hanoi

            ·         Initial brainstorming ideas for the main messages
            were discussed and included:
                  Women are doing a lot in DRR but are not seen publically
                  - women need to be consulted, to participate in local
                  government policy/strategy and planning
                  VWU needs to be officially recognized as part of the
                  Central Committee for Flood and Storm Control
                  Women are proven leaders in DRR – protecting and caring
                  for the family/others; providing safety and security
                  before, during and after disasters – but are not
                  recognized
                  Boys and girls should have the right to know about
                  different potential risks in their communities and to
                  know about DRR
                  Men should change their attitudes towards women in terms
                  of women’s’ involvement in DRR – which could help to
                  reduce deaths and injuries
                  Women are the drivers of change in their communities for
                  DRR
            Should develop a book that show cases success stories of women
            and girls in terms of involvement/contribution and distribute
            this to the media/other stakeholders (collate from various
            sources – some already available others would need to be
            developed); UNDP offer to help to collate these stories
            Ninh of PLAN kindly shared some stories (see .doc attachment)
            and also PLANS suggested ideas for main messages (see below).
            A TV chat show with Madhavi and others on the 12th (either VoV
            or VTV1) – could also have a 2min slot for a speech on the
            issues (VTV1) or on VTC10 or VTV4 which are broadcast outside
            Viet Nam
            Cinamatheque has been approached and offered several options –
            either a screening each day on different aspects of women’s
            lives OR we book a whole evening for a special film event
            ($250) – the them being on ‘heroines’
      Please note that the Concept Note from ISDR (attached) came in after
      the meeting, the main aims for  International Disaster Reduction Day
      2012 are to:

      1.        Celebrate the contribution that women and girls are making
      before, during and after disasters.
      2.        Highlight that the ability of women and girls to contribute
      is hindered by exclusion from participation and decision-making in
      disaster risk reduction and management processes as well as
      programmes and by poor understanding of gender inequality.
      3.        Move beyond the perception of women and girls as victims.
      4.        Present evidence of actions and initiatives by women and
      girls.

      From this Concept Note the Key Messages for IDDR 2012 are suggested
      as:

      EMPOWER WOMEN AND GIRLS FOR A SAFER TOMORROW
            Women and girls are empowered to fully contribute to
            sustainable development through disaster risk reduction,
            particularly in the areas of environmental and natural resource
            management; governance; and urban and land use planning and
            social and economic planning – the key drivers of disaster
            risk.

      WOMEN AND GIRLS ARE POWERFUL AGENTS OF CHANGE
            “In their vital but unsung roles, women rewove the fabric of
            their communities while men rebuilt the structure” – Helen Cox,
            “Women in Bushfire Territory,” in Enarson and Morrow (eds.),
            The Gendered Terrain of Disaster, p. 142.
            Women and girls are invaluable in disaster risk reduction and
            climate change adaptation processes if real community
            resilience and significant reduction of disaster impacts are to
            be achieved. Women must always be part of policy, planning and
            implementation processes.
            Women and girls are 52% of the world’s population and are among
            the most affected by disasters. Their experience, knowledge and
            expertise are critical to climate change adaptation and
            disaster risk reduction strategies and processes.
            Household adaptation measures are more likely to take root if
            women are included in processes from beginning to end. “If you
            educate a man you educate an individual, but if you educate a
            woman you educate a family (nation). – African Proverb.
            Women and girls are powerful agents of change as they are
            activists, law makers, social workers, role models, community
            leaders, teachers, and mothers.

      A RESILIENT COMMUNITY IS A GENDER SENSITIVE COMMUNITY
            "If we are going to see real development in the world then our
            best investment is women." - Desmond Tutu, 1984 Nobel Peace
            Prize.
            Gender inequality puts women, children and entire communities
            in danger when natural hazards strike. The weakest link can
            mean the destruction of the entire chain. Gender inequality is
            a weak link - strengthening that link strengthens resilience.
            Gender equality begins with education. Women and girls must be
            included in public life. This begins with the education of boys
            and girls through to adulthood. This is how men and boys will
            become involved in removing the barriers that prevent women and
            girls from participating in the disaster risk reduction cycle.
            Women and girls are effective purveyors of information.
            Information mechanisms must be two-way and accessible for equal
            inclusion of women’s and men’s voices.

      Action points
            Viet Lan - to work with INGO comms officers, develop some short
            guidelines, re. messaging and video clips to be made
            Viet Lan - to develop a short ToR for the video consultant
            Ian - to confirm arrangements for Madhavi
            Hien -  to follow-up with BBC re. possible coverage by them of
            main/other events
            All INGO staff present - requested to start to act within their
            respective organizations to come up with ideas for events; the
            film clips - of whom and where; possible people who could come
            to the main event from the provinces

      Dear all,

      Many thanks for your kind recommendation to involve Plan in the loop
      for the DRR Day. As following up with the meeting today, could you
      pls find below the suggested messages (a lot, but just for sharing
      and we will select later on). The ones in RED are preferred by me.

      ·         Listening to girls on the frontline of disaster risks
      reduction

      As promised, a few notes on yesterday afternoon’s brainstorming
      meeting.

      Present: Ella & Suzette, UNWOMEN; Miguel, Ian, Hien (UNDP); Nga
      (VWU); Hai (Oxfam).

            ·         Suggested main event should be on the morning of
            Friday 12th* – would include speeches by senior 1-2 UN
            officials – RC and Head of UNWOMEN, possible keynote speaker,
            senior GoV officials; in addition, possibly showing of short
            film clips of women & girls involvement in DRR activities from
            around the country (developed and collated by UN Comms from
            footage provided by NGOs/RC, etc.); consider a panel discussion
            ·         Main event co-organized by UNWOMEN, VWU, UNDP and
            Oxfam
            ·         Requires close work with UN Comms; press release and
            conference and main lobbying tool to be promoted - the existing
            UN/Oxfam Policy Brief on Gender, DRR and CCA
            ·         From Monday 8th to Thursday 11th the idea is to ask
            different organizations to lead event in Hanoi, on the theme of
            "Women and Girls: the [in]Visible Force of Resilience". This
            could include: UN WOMEN/VWU (possibly around the play that was
            developed in Phu Yen/Binh Dinh); Oxfam; Save; PLAN
            ·         Other ideas:
                  o   Ask Cinamatheque, re. screening of appropriate films
                  on women/girls, etc. in DRR/more general
                  o   to involve young people  - L&L; idea of a quiz at
                  L’space Hanoi; artists show
                  o   TV chat show (VTV or VoV) with women and men,
                  ‘inspirational speaker’ Madhavi Malalgoda Ariyabandu
                  (UNISDR BKK); speak with BBC
                  o   Dinner with Madhavi/RC/Head  of UNWOMEN and senior
                  GoV officials/NA CSTE representatives (NB. the NA will be
                  in session at this time so we should make the most of
                  this opportunity to influence NA them/get them involved)
                  o   Blogs, YouTube..
                  o   Publications  - the VWU Magazine and the Hanoi City
                  WU magazine could run articles/interviews with ‘women DRR
                  champions’..

      Action points
            ·         Ian to write to Hang at UNISDR, Bangkok, re.
            availability of Madhavi and also event documentation
            ·         Ian to check with DMC, re. any proposed dates for
            National Forum on DRR/CCA; also ask, re. SO of CCFSC and view
            on VWU inclusion..
