Mục đích của hội thảo:

Thời gian thực hiện dự án là từ tháng 7/2012 – 07/2013. Các dự án này đều do ECHO tài trợ. Do vậy, buổi hội thảo là dịp để các tổ chức chia sẻ các bài học với nhà tài trợ cũng như các tổ chức khác

Please kindly see the attachment: Agenda and Participation list. FRC will share with ECHO for comments (Shorter version). At this stage all your comments are welcomed. At the moment we reserve 1 hour/partner to share experience and Q&A. It’s actually not enough to share in detail as we have only half-day workshop, therefore we have to compress quite some.
For your background information, The concern of ECHO from this workshop will focus on the following issues:
- Innovative approach
- Resilience impact
- Links among relief, rehabilitation and development
Besides, as we see in the agenda, in the beginning of the workshop, we have very short over view presentation about project done by all 3 organizations: (1) Who, (2) doing what and (3) where, (4) objectives. I think it could be helpful to give the audience a general understanding about what we have done as a whole picture
Therefore, I would like to ask for your general information about projects SAVE and CARE have done within ECHO funds in Mekong Delta, could you please send me information about your projects with the following information

Following our discussions over the past weeks, from my perspective, I anticipate we are going to have a small or medium forum where the ECHO-funded projects in the Mekong Delta will share their lessons learnt. I am of the view that the event, to be attended by relevant staff members of CARE, FRC, Save, and representatives from ECHO and from other relevant stakeholders (e.g. Vietnam Red Cross), will also be for the partners to answer some key questions, including (but not limited to) the following:
* What could have been done differently to achieve more leverage and synergies?
* Sustainability of the projects in the post completion period (ie capacity of provincial stakeholders to respond to emergencies and undertake rehabilitation programs and what implications this will have for international responders, etc).
* What have been learnt that will improve the design/implementation of similar projects in the future;
The above are our initial thoughts and we are open to any suggestions from your side and Save. It would be good if we could confirm a final agenda and
Bang, our Project Manager and the team is in the process of documenting lessons learnt under MFR (CARE Project) and we will select one theme for a detailed presentation at the workshop. In terms of CARE attendance at the workshop in Ha Noi on 13 September, CARE team will include Bang, myself and two members from CARE DRR group (all together 4 participants).
CARE is happy to work with FRC on this workshop and to discuss an agenda as required.

Thank you for the messages. The week starting 9 September works for CARE. Technically, CARE project is coming to an end by 15 September so our preferred timing is the fist half of September for this type of event.

I recall Evangelos was also referring to the possibility of having this dissemination workshop in Ha Noi so we can look at this option if necessary.

Just for your information, there were some developments yesterday, and our natural partner within the Red Cross Movement, i.e. the Vietnam Red Cross, won’t be available in September after the 15th, so it would finally arrange the Red Cross family to participate to that LL meeting at the beginning of September and end of the second week of September is thus perfect.
Do we have any confirmation on Evangelos’ side?

Many thanks for your prompt answer.
Unfortunately, I’ll be out of the country from 30th of August to the 17th of September since I have to participate to a FRC training and then attend our yearly “head of delegation” meeting. End of September would then be appreciated on my side but I will try to find a way to adapt to everybody’s constraints if I have to.
Regarding a meeting beforehand, it is unlikely that I will be able to travel to HCMC before my departure, but Tuan, perhaps we could start with a short meeting in Hanoi?
By any chance, has one of you had enough time to draft a provisional ToR for that workshop?

Thank you for your email. This is good timing to meet since we are about to discuss the joint lesson learned workshop to be held in HCMC next month. Evangelos is keen to attend and indicated that he would be available the second week of September. Does this timeframe work for you all?
I’m based in Hanoi so we could meet sometime next week. Alternatively, we could meet in HCMC since both Hue and Peter are based in HCMC. We will need to coordinate our trips to HCMC though. I don’t have a major issue since I travel to HCMC relatively frequently and am flexible so please let me know what works for you.

Dear Hue, Tuan and Peter,
I just had a phone call with Evangelos and I allow myself to share with you the key conclusions of it regards to the organization of a dissemination event.
After considering the respective constraints of all of us and giving priority to the quality of the projects’ implementation, it appears extremely difficult to organize such event in July 2013 and even before mid-August.
As Peter shared that SC would like to organize a lessons learnt event later on in the year (beginning of September if I am not wrong), I would suggest that we all join together at this occasion. From FRC side, we will do our best to develop capitalization documents to keep the memory of our interventions alive (although it is unlikely Birgit can join in September). It could be also a good opportunity for the FRC to share the first findings of our current research on CWF in MD (if you are interested and if time allows it).
Please accept again my apologies to have launch this initiative that unfortunately showed to be to challenging to organize under multiple time constraints. I am sure we will all aim at organizing a successful event in September. Hoping that, at that time, Vietnam will still be saved from any natural hazards!

CARE Vietnam has an all staff 4-day meeting in the week starting 15 July and will not be able to attend the meeting during that week. The dates that work best for CARE are between 30-31 July. Dear Evangelos, Nong and ECHO partners,
I come back to all of you regards the possible organization of a dissemination workshop in July.
New developments in our project’s implementation will lead to the completion of most of our field works by the end of the first week of July (instead of last week of June).
Therefore it appears very challenging for FRC project team to have sufficient time to properly prepare the needed documents/information and to organize the workshop as initially proposed, i.e. 3-4 of July.
Any date from July 15 will be more suitable.
I know that others ECHO partners consider to organize a similar later in the year (end of August / beginning of September) due to the extension of their project’s duration. FRC could join such event but our technical added value will be lowered by the fact that Birgit and our field team will most likely not be available.
I am really sorry for this setback and I am looking forward to hearing from ECHO colleagues to see if and when a workshop could be organized.

Dear Nong and Evangelos,
After discussing among ECHO partners in Vietnam, we would like to confirm that StC, Care and the RC will be interested in organizing a lessons learnt / dissemination workshop in Hanoi beginning of July.
At this stage no ToR have been drafted yet but key directions could be as follow:
- The main objective will be to capitalize on and share lessons learnt of the innovative interventions carried out during the Recovery phase with focus on the Housing component, the HP campaigns under WASH actions, the integration of DRR components into Emergency/recovery interventions, LRRD. Others topics might be considered upon proposal of ECHO and/or partners (link with DIPECHO, potential of scalability?). Recommendations could be drawn for the coming disasters season.
- Target audience: Current, past and potential ECHO partners, INGOs, VNGOs, technical department of Ministries, Institutional bodies involved in Emergencies/Recovery activities, etc.
- Duration: 1 day
- Proposed date: 3rd of July 2013.
Before launching the organization of such event (detailed objectives, agenda, contents, participants, etc.), I would like to confirm with you if:
- ECHO is interested or not to support and participate to such event.
- If not, we can keep the traditional format (1/2 day only with current ECHO partners sharing experience “internally”)
- If yes:
o Do you have any objective/topic that you expect your partners to include in the workshop?
o Do you have any preference regards to the format of the workshop (number of participants, target audience, groups works on specific topic, etc.)
o When will you be available to participate and co-facilitate the workshop?
