Subject: Meeting notes between PACCOM and DMWG on 10 September 2013

Dear colleagues,

Today PACCOM organized a coordination meeting with members of the Disaster Management Working Group (DMWG), UN DRM team to review situation of Lao Cai flash flood and discuss follow up actions. Below is a summary of the meeting results:

Situation update:

·         Some 55 households with 267 people in Can Ho A village, Ban Khoang commune, Sapa district, Lao Cai province were seriously affected by the flash flood in the night of the 4th Sept. 2013. The flash flood caused 11 loss of lives and missing in which a majority were children, and 17 injured; 10 houses were totally destroyed and other 14 houses were damaged. Total damage by the disaster was estimated at about VND 200 billion (or US$ 9.4 millions). Most affected sectors include shelter, education, health, water and sanitation.

·         Government responses: as of 10th September, Lao Cai province has received a number of assistance including VND 1,125 million in cash, 1,990 kg of rice, 170 boxes of instant noodle, 48 blankets, 30 mosquito nets, and 11 boxes of clothes. According to Lao Cai PPC’s report, affected households have been assisted with VND 6 million/dead person, VND 5.5 million/ injured person. Households with collapsed houses will be assisted with 80 kg of rice, 7 boxes of instant noodles, and 8 sets of blanket, mosquito net, and cloth.Lao Cai Provincial People’s Committee has decided to support VND 25 million to households whose houses have been collapsed during the flash flood. Commune authorities will mobilize neighbors to assist shelter affected households to reconstruct their houses.

·         Global CARE, a Korean organization who is working in Lao Cai, has confirmed through PACCOM to donate USD 40,000 to meet relief and recovery needs of the affected people.

·         UNICEF has been in contact with local authorities in Lao Cai since 4th September to collect situation updates and is considering to work with their partners to redirect resources of their on-going programme to respond to urgent needs/ gaps in Ban Khoang commune.

·         Other DMWG members, UN agencies, and iNGOs who are currently working in Lao Cai province including UNICEF, Save the Children, Oxfam, Bread for the World, SNV, etc. around education, child protection, Water and sanitation, Nutrition, and Health, and planning.

·         DMWG and PACCOM shared the agreement that the local government is able to cover all immediate needs of the affected households in the relief phase. However, it is important to ensure timeliness and high quality of the current response activities, even it is a small scale response. Gaps on medium and long-term recovery needs should be closely monitored and updated among the key actors.

Key follow up actions:


·         PACCOM will help coordinate with Lao Cai local authorities and Global CARE to update on relief and recovery operations and plans and share with DMWG, UN DRM team to identify any gaps.

·         UNICEF, Save the Children, and Oxfam to share information and to coordinate on possible support to Lao Cai relating to education sector

·         UNICEF will work with the National Institute of Nutrition (NIN) and local government partners in Lao Cai province to consider redirection of on-going program resources to respond to urgent relief and recovery needs, focusing on health, education, nutrition, child protection, water and sanitation in the affected area.

·         DMWG members will continue to share situation updates focus on needs and gaps, and long-term recovery for the relocated households through DMWG mailing list. Lessons learnt around linking science and technology to community experiences for better early warning of flash flood/ landslides, and land use planning can be shared as well.
