[dmwg] FRENCH RED CROSS - CONSULTANT FOR FINAL EVALUATION - GENDER/CBDRM PROJECT IN NW VIETNAM

The French Red Cross (FRC) is looking for an independent evaluation team to carry out the final evaluation of its “Gender-sensitive community-based disaster risk management (CBDRM) project in ethnic minorities’ areas of North-West Vietnam” that is being implemented in 10 rural communes and 2 urban wards in Lai Chau and Son La Provinces since 1st April 2014 (until 30th September 2017) with the support from the Agence Française de Développement (AFD, French Development Agency) and the American Red Cross (AmRC).

The project’s objective has been to contribute to the resilience of North-West Vietnamese women, men and youths facing the impacts of natural hazards in increasing the capacities of vulnerable ethnic minority communities and local actors to prepare for disasters and reduce risks through a gender-sensitive, participatory and replicable approach. It has been seeking ways to empower communities and local authorities to effectively use local resources and capacities to (1) better answer to potential disasters, (2) better prepare for disasters, and (3) adopt measures to reduce their vulnerabilities, all with gender integration mechanisms in each activity.
The project’s expected results have been:
R1 – The increase of the capacities of the VNRC and local authorities in the targeted provinces to implement gender-sensitive DRM and DP activities
R2 – The acquisition by the targeted vulnerable communities of the capacity to reduce the risks in their living environment through participatory planning and action
R3 – The better preparation of the targeted schools to respond to disasters
R4 – The sharing at national level of the lessons learnt from the project

The evaluation team is expected to conduct and report about the qualitative analysis of the project as well as a secondary review of quantitative data/end-line survey carried out by the FRC through a combination of desk-based review and field-based evaluation (see the evaluation’s expected methodology in its full Terms of Reference herewith attached).
The evaluation approach shall include disaggregation of views of women and men both in consultation and in data analysis.

This final evaluation aims at providing evidence of the outcomes of the project and at assessing its overall performance (relevance, effectiveness and efficiency) and impacts.
It intends to examine if and how - and measuring to what extent - the project has achieved its designed and intended objectives, results, and outcomes presented in the logical framework of the project.
It also aims at identifying the constraints that hindered the project’s performance and at looking into the sustainability of the activities.

This evaluation should also look at the gender-sensitiveness throughout the project.
Tentative timing for the evaluation: from 4th September to 2nd October 2017

SELECTION PROCESS



The evaluation proposal must include, at least:

o A human resources proposal, including the CVs of the proposed evaluation team members demonstrating relevant qualifications and experience

o A list of relevant past works with their references

o At least on example of a report on a similar evaluation conducted by the applicant

o A concise technical proposal describing clearly the evaluation methodology and tools that the applicant intends to use

o A tentative work plan

o A financial proposal for the overall cost – in EUR – of the consultancy. Please note that the applicant is expected to cover all the expenses related to the evaluation (transportation, accommodation, per diem, etc.).



The criteria for the evaluation of the proposals will be:

o Qualification of the evaluation team members

o Past experience of the evaluation team members

o Technical quality of the proposed methodology

o Financial proposal
