*TROPICAL STORM MATMO*

·        The Typhoon #05 Matmo made  landfall between Binh Dinh and Phu 
Yen provinces at 10:00 pm on 30/10/2019, carrying maximum wind speeds of 
90 km per hour, but weakened into a tropical depression shortly after.

·        As of 4:00 am Thursday, the center of the tropical depression 
was hovering over the mainland of Gia Lai Province in the Central 
Highlands with wind speeds of 50 kph.

·        Rainfall of 150-300 mm should be expected in central provinces 
Quang Ngai to Phu Yen on Thursday. Nghe An, Ha Tinh, Quang Binh and 
Quang Tri should expect more torrential downpours with rainfall of up to 
400 mm on Friday and Saturday, 1-2 November.

*Response from the Government:*

·        As of 6am of Wednesday, safety guidelines have been provided to 
over 56,700 vessels with over 278,000 fishermen onboard.

·        Two fishing ships in distress offshore, including BĐ 98413 TS 
with six fishermen on board and BĐ 96389 TS with eight fishermen, were 
saved on Wednesday morning and reached storm shelters.

·        Authorities of Khánh Hòa Province has removed 15,000 residents 
living in high risk areas to safer places.

·        Phú Yên and Quảng Ngãi provinces allowed students to be off 
from schools on Wednesday and Thursday as part of measures to prepare 
for the storm.

*Response from VNRC*

·        There were 02 people injured in Quang Ngai. Heavy rain caused 
landslides in Ba To district, Quang Ngai province. VNRC has supported 
local authorities to evacuate 29 households in this area to shelter 
urgently.

·        VNRC sent the Official Telegraph No. 16 / CD-TWPCTT dated 
October 29, 2019 of the the National Steering Committee for Natural 
Disaster Prevention and Control to 20 provincial Red Cross chapters for 
guiding on monitoring the progress of rain and flood, activate emergency 
response teams (if needed) and regularly report to the VNRC HQs

·        VNRC convened a meeting with National Disaster Response Team 
(NDRT) at 9:00 am on 30/10/2019 for updating information of the Matmo 
storm. They did review and check stockpiles in warehouses in Hanoi, 
Quang Tri and Da Nang. VNRC also signed the principle contracts with 
relevant suppliers and contact the shipping company to be ready for 
relief goods transportation.

·        VNRC transported 1,200 household kits from Hanoi to Danang 
warehouse for emergency relief distribution if necessary. In total, 
there are 1,690 household kits stored in Danang warehouse.

·        Established 03 damage and need assessment teams to be ready for 
deployment to central provinces where the storm made landfall and to 
Central Highland provinces where there was heavy rain and flashflood.
