[dmwg] Central Viet Nam Floods, Landslides and Storms - Flash Update No. 1

Dear colleagues,
Find below a flash update of the current floods, landslides and storms in Central Viet Nam.

Overview:
As consequences of tropical depressions on the East Sea, the intertropical convergence zone passing through Central Vietnam combined with cold air, from October 6, 2020, torrential rain has happened in Central region of Vietnam. Total rainfall from October 5 is from 350 to 1700mm. Water levels have risen rapidly, and large-scale floods appeared in the provinces of Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai and Binh Dinh, with major floods and landslides in mountainous areas concentrated in Quang Tri, Thua Thien Hue, Quang Nam and Quang Ngai. In the affected provinces more than 176 communes and wards are under water from 0.3m up to 2m (Maps of Don Ha, Tam Ky, Ha Tinh, Hue, Tuy Hoa, Nha Trang, Quang Ngai, Quy Nhon, Hoi An, Da Nang showing flooded area, Copernicus EMS<https://emergency.copernicus.eu/mapping/list-of-components/EMSR469>). As of October 12, VNDMA recorded 18 deaths, 14 people missing and 110,000 affected houses.
The national highway 1A is flooded in number of low land sections further hampering access. Rescue teams are accessing areas by boats to supply relief items and to evacuate vulnerable people (children and elderly). VNDMA reports 15,392 households (45,835 people) have been evacuated in schools, people’s committee compounds for evacuation and other safe facilities.
At 10am on October 11, Storm No. 6 (Tropical Storm Linfa) made landfall in Quang Nam and Quang Ngai provinces with maximum sustained winds of 74 km/h and wind gusts up to 93 km/h. Based on the Estimated Tropical Cyclone Rainfall map, at most 230 mm of 5-day cumulative rainfall is predicted in TS Linfa’s track (AHA Center Flash Upadate: No. 01 – Tropical Storm LINFA, Viet Nam – 11 Oct 2020<https://ahacentre.org/flash-update/flash-update-no-01-tropical-storm-linfa-viet-nam-11-oct-2020/?utm_source=All+Subscriber&utm_campaign=3a414f6bc6-EMAIL_CAMPAIGN_2019_01_04_06_18_COPY_02&utm_medium=email&utm_term=0_b75c5294f7-3a414f6bc6-509823518>). All shorelines in the path of the storm are exposed to potential storm surge (0.3-0.9 m), and inland areas within the proximity of the storm are exposed to potential flooding.
Outlook:

  *   Flood and landslide risk: Authorities issued warnings of serious floods are still on both in wide floodplains and in urban areas, in Quang Binh province (Le Thuy and Quang Ninh district); Quang Tri province (Đắkrông, Quảng Trị district); Thua Thien Hue province (Phu Loc, Phu Vang, Quang Dien, Phong Dien, Hue city, Huong Thuy, Huong Tra districts); Quang Nam province (Dai Loc, Dien Ban, Duy Xuyen districts, Hoi An and Tam Ky city); and Quang Ngai province (Binh Son, Son Tinh, Nghia Hanh, Tu Nghia, Quang Ngai districts). The National Hydrometeorological Service issued a warning for landslides in the mountainous areas of Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue (Hydromet Landslide Warning map, 12/10/20<https://kttv.gov.vn/Kttvsite/vi-VN/1/image-dong-chay-LandSlide1.html>)
  *   Storm Eighteen: The National Hydrometeorological Office and the Joint Typhoon Warning Center (JTWC) have issued an alert for the Tropical Depression - Eighteen, which is located (at 1am on 12/10/20) latitude:17.5 North and longitude: 117.2 degrees East, approximately 550km North East of from the Hoang Sa archipelago (also called Paracels Islands). Current windspeed is 50-60km/h. It is forecasted that in the next 24 hours, the tropical depression will move Northwest at about 20km/h and is likely to gain strength. The tropical depression center is expected to make landfall within the next 67 hours, along the shores of/near Hainan and then head towards Viet Nam Provinces of Than Hoa and Nghe An.
Preparedness:
The Central Committee for Natural Disaster Prevention and Control (CCNDPC) is meeting daily chaired by MARD Minister Nguyen Xuan Cuong. Units of the Vietnamese Army have mobilized, including 9,607 people, 267 among vehicles and boats), to coordinate with local search and rescue forces. National and local government authorities are implementing the Prime Minister's Telegram No. 1372 / CD-TTg dated October 8, 2020 and the Official Telegram No. 23 / CD-TW dated October 11, 2020.
