<div dir="ltr"><div>Dear DMG members,</div><div><br></div><div>Following the below message from the UNRC/Co-chair on the formation of the GBV sector group, I am pleased to inform you that UNFPA Viet Nam will be organising a webinar on the topic "GBV in Emergencies (GBViE)" at 11 am on 20 April. <span style="color:black">At the Inter-Agency Standing Committee (IASC) Principals meeting in May 2018, the IASC Principals committed to a series of concrete steps to address Sexual Exploitation and Abuse and Sexual Harassment (see
</span><span style="color:black"><a href="https://interagencystandingcommittee.org/principals/documents-public/statement-chair-iasc-mark-lowcock-under-secretary-general-humanitarian" target="_blank"><span style="color:blue">Chair’s statement</span></a></span><span style="color:black">
of 1 June 2018). Their discussion set an ambitious agenda for action to strengthen the humanitarian sector’s approach to preventing and responding to sexual exploitation and abuse (SEA) and sexual harassment (SH). UNHCR was asked to lead this group. In the
absence of UNHCR in-country, I had, in 2018, asked UN Women, which leads this area in non-humanitarian settings to take responsibility for this as lead of the Protection Sector.<u></u><u></u></span></p>
<p class="MsoNormal" style="line-height:110%;background:white">
<span style="color:black">In January 2021, however, UNFPA’s Executive Director assumed the IASC Championship on Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) in humanitarian settings, globally taking
over this role from UNHCR. As is expected worldwide, IASC Championship needs to be mirrored at the country level. Taking also into account of the IASC’s earlier decision of 2017 that UNFPA should assume the sole leadership of the Gender-Based Violence Area
of Responsibility (GBV-AoR) in humanitarian situations, I am, therefore, in my role as co-chair of the Disaster Management Group (DMG), asking UNFPA’s Representative, Naomi Kitahara, to form a sub-sector under the Protection Sector to cover the areas of PSEAH
and GBV. The light humanitarian structure in Viet Nam which I established with OCHA’s support in 2017-2018, already includes a similar arrangement with the existence of the Child Protection Sub-Sector, led by UNICEF, under the Protection Sector led by UN Women.<u></u><u></u></span></p>
<p class="MsoNormal" style="line-height:110%;background:white">
<span style="color:black">Naomi should identify UNFPA’s focal point for this Sub-Sector and coordinate with Elisa as well as the DMG Secretariat to align the current DMG TOR to reflect the change in Viet Nam’s light humanitarian architecture.
