The Swedish Standards Institute (SIS) and CUTS International - Hanoi
Resource Centre (CUTS HRC) are seeking a Programme Coordinator to be based
in Hanoi, Vietnam (preferable a Vietnamese or Cambodian resident) during
2013 and until 31st December 2014.

 

Background

The Swedish Standards Institute, SIS is a Swedish organisation authorized by
the Swedish Government to represent Sweden in ISO, International Standards
Organisation. ISO consists of approximate 165 member countries where each
country is represented by an organisation, a National Standards Body (NSB).

 

SIS is currently implementing a regional programme in the South and
Southeast Asia regions where eight countries are involved; in the South Asia
region it is Sri Lanka, Bangladesh, Pakistan and Nepal and in the Southeast
Asia region it is Vietnam, Cambodia, Laos and Indonesia. The programme is
funded by the Swedish International Development Cooperation Agency, Sida
under the Swedish Government and will be implemented until 31st December
2014. 

 

SIS has two partner organisations (NGOs) in the programme, CUTS
International with base in Hanoi, Vietnam and SAWTEE (South Asia Watch on
Trade, Economics and Environment) with office in Kathmandu, Nepal. These two
organisations have a specific responsibility to connect the programme to
other sectors and levels such as policy, civil society, trade, gender and
human rights and responsible to implement agreed activities under the
programme.

 

SESA Programme

The programme has two components, one called standard setting which focus on
increasing the capacity among the National Standards Bodies (NSBs) in the
eight countries and to improve the cooperation between the NSBs and
stakeholder organisations in the private and public sectors to become more
actively involved in the development of ISO standards and in ISO
standardization processes both on a national and international level. The
development of the ISO standard on "Sustainability Criteria for Bioenergy"
is used as a pilot study to make the process and capacity development more
explicit.

 

The other component is standard implementation with focus on increasing the
usage of ISO standards and how they can benefit and gain various
stakeholders in the private and public sectors. The capacity to implement an
ISO standard and how to take a standard from a text to a practical level in
a production or service sector. The ISO Technical Specification on "Carbon
Footprint of Products" are used as a pilot study where all eight countries
have chosen products and services to which the ISO standard will be
implemented.

 

The Programme Coordinator position

The main duties for the Programme Coordinator is to support the four
Southeast Asian countries (Vietnam, Cambodia, Laos, Indonesia) in
implementing and conducting the planned national activities. When needed,
the Programme Coordinator will also support the Programme Manager of the
SESA programme (based in Sweden) in planning and execution of activated on
regional and sub-regional level.

 

The Programme Coordinator must be willing to travel to the Southeast Asian
countries and also, if required, to any of the other SESA countries in the
South Asia regions and/or to SIS office in Sweden. The Programme Coordinator
will be based in Hanoi, Vietnam with location in CUTS International - Hanoi
Resource Centre's office. The position is a full-time position with a
probation period.

 

The Programme Coordinator will work independently with a certain level of
responsibility under the frames given by SIS Programme Manager. The
Programme Coordinator will be responsible to SIS Programme Manager for all
issues and need to respect decisions taken by SIS Programme Management team
and Sida but will work on a daily basis under the management team in CUTS
International.

 

The Programme Coordinator will be responsible for (not limited to):

-          Supporting the four Southeast Asian countries in planning,
coordinating, conducting, follow-up and reporting of the planned national
activities according to the agreed national work plans for the four
countries. 

-          Supporting SIS Programme Manager with all necessary duties in
regards to planning, implementing, follow-up of activities held on national,
sub-regional and/or regional level within the SESA programme

-          Following up on the development and progress made of national and
sub-regional activities in the Southeast Asian countries

-          Maintaining regular contact and reconciliation with all
stakeholders in the Southeast Asian countries

-          All kind of administrative support to the participating
organisations and stakeholders in the SESA programme, located in the
Southeast Asia region

-          All kind of logistical arrangements such as; booking of hotel
rooms and venues, coordination of visa applications, local transfers,
airport transfers etc

-          Financial reporting and budget responsibility for the agreed
activities in the Southeast Asian countries

-          Any other duty that will support the four Southeast Asian
countries in their development and implementation of activities under the
SESA programme

 

Desired Profile:

-          University Degree (Bachelor and/or Master)

-          Fluent in English (is a must)

-          Experience of working with International Development projects
and/or international donors

-          Genuine interest in development issues

-          Flexible and creative of finding alternative solutions to
problems and issues that arise

-          Ability to work independently as well as together with people
from different cultures/countries

-          Responsible and accurate in reporting and follow-up of activities

-          Ability to work with a certain level of own responsibility under
frames given by SIS Programme Manager

-          Work directly with the permanent team members located in the CUTS
International Resource Centre's office in Hanoi and under the supervision of
CUTS Director

-          Social, easy-going and open-minded

-          Flexibility in work timings (weekends, late evenings etc.)

-          Willingness and interest of travelling to the Southeast Asian
countries and also, if needed, to the other SESA countries and/or Sweden

-          Good level of knowledge and experience of working with IT
programmes such as Word, Excel, PowerPoint

 

As the Programme Coordinator will work independently and be based in another
location as SIS Programme Manager, the candidate must be 100% reliable and
trustworthy.

 

Other desired experiences are (not required):

-          Experience of working with any of the other Southeast Asian
countries (Cambodia, Laos, Indonesia)

-          Any language skills used in  the other Southeast Asian countries

 

The Programme Coordinator must follow SIS anti-corruption policy and other
given directives/guidelines.
