le Sida au niveau mondial, des progrès effectués et essentiellement des efforts
consentis par le Congo qui est l’un des pays africains qui ont pu
démontrer qu’il était possible de maitriser cette infection du VIH/Sida
et réduire de façon significative le nombre des nouvelles infections, a-t-il
confié à la presse nationale. Le Congo fait partie des pays africains qui ont
réduit de 22% les nouvelles infections. Nous pensons que d’ici 2015, le
pays aura un taux d’infection de 2 à 3 % au maximum. Ce qui est pour
l’ONUSIDA un progrès énorme, a fait savoir le directeur exécutif de cette

l’UNICEF qui travaille avec le gouvernement sur l’approche de
l’élimination de la transmission du VIH/Sida de la mère à l’enfant,
a-t-on noté. En, outre, l’ONUSIDA travaille avec les fondations comme
Congo-Assistance présidée par l’épouse du chef de l’Etat, Mme
Antoinette Sassou-N’guesso, ainsi que les fondations de recherches pour
une meilleure organisation et gestion des médicaments, avec la gratuité et la
disponibilité des traitements antirétroviraux (ARV). Ainsi, M. Sidibé a rassuré
les autorités congolaises que pour un accès permanent des malades aux
médicaments à travers une distribution effective, afin d’éviter des résistances
aux infections à VIH, l’ONUSIDA et les autres organisations spécialisées
vont assister le Congo pour contribuer à la réduction de zéro infection à VIH

fight against it. Obviously, a lot remains to be done in that regard.
Principally, progress towards mitigating the negative impacts of the p<u></u>and<u></u>emic must be measured not by counting the number
of activities undertaken to discuss features of HIV <u></u>and<u></u>
AIDS, ways of its transmission, mechanisms to prevent <u></u>and<u></u>
control the disease, <u></u>and<u></u> dividing
them into the total population who contract the disease. But, it should be
measured in accordance with the change (behavioural) brought about among the
society. This in fact requires commitment, determination <u></u>and<u></u>
courage to get the motto &#39;live <u></u>and<u></u>
let others live&#39; into practical actions. As the government <u></u>and<u></u> development partners have been working to make a
difference, hopes are now rising to bring about change especially among the
youth. What the very problem in this regard is, most of the time what people
talk about the p<u></u>and<u></u>emic <u></u>and<u></u> what they are really doing are diametrically
different. Whatsoever the talk people at every walks of life hold, the major
concern needs to be behavioural change, ability to be triumphant over the
disease. Because once developed, it would be easy to keep oneself away from the
potential risks to contract the p<u></u>and<u></u>emic.<u></u><u></u></span></font></span></p>

that it adds fuel to fire. Unless immediate actions are taken to fend off the

HIV <u></u>and<u></u> AIDS is a global p<u></u>and<u></u>emic with cases reported from virtually every
country. At the end of 2007, for example, 33.2 million individuals were living
with HIV infection, according to sources. Studies further indicate that the
disease has occurred in waves in different regions of the world, each wave
having somewhat different characteristics depending on the demographics of the
country <u></u>and<u></u> region in question as
well as the timing of the introduction of HIV into the population. Over
two-thirds of all people with HIV infection live in sub-saharan region
eventhough the countries in the region are home to just 10 to 11 per cent or so

framework for AIDS investments which are focused on high-impact,

approach to investments would achieve extraordinary results; at least 12.2
million new HIV infections would be averted, including 1.9 million among children

global efforts to respond to the epidemic <u></u>and<u></u>
move from an emergency response to a long-term, sustainable model of delivering
HIV services. These strategies emphasize the need to better tailor national HIV
responses to the local epidemics, to decentralize programmes to bring them
closer to people in need <u></u>and<u></u> to
integrate with other health <u></u>and<u></u>
community services to achieve the greatest impact. These are important
developments aimed at consolidating gains to date <u></u>and<u></u>
improving the quality, coverage <u></u>and<u></u>
efficiency of HIV services.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></span></p>

decade has seen a historically unprecedented global response to the unique

mobilizing political leadership. This has led to increased funding, technical

foreign assistance budgets are threatening the impressive progress to date.
Recent data indicating that HIV funding is declining is a deeply troubling
trend that must be reversed for the international community to meet its

25 to 34 years old for men. Many sexual, social <u></u>and<u></u>

unlike in some countries, HIV does not primarily affect the most underprivileged
people in the rural areas, as high infection rates have been recorded among

therefore, not surprising that HIV is most prevalent in the urban centres along

young women <u></u>and<u></u> girls, as we have
earlier indicated, aged 15-24, where the HIV prevalence is said to be more than
twice that of men in this age group.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">And
generally, there are more women affected than men. Health <u></u>and<u></u> social workers tell us that a number of factors
resulting from gender inequality contribute to the higher prevalence among
women.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">For instance,
in many societies, women are often taught never to refuse their husb<u></u>and<u></u>s sex or to insist their partners use condoms.<u></u><u></u></span></font></span></p>

one local behavioural survey, around 15 per cent of women reported forced sex,

se sont révélés extrêmement positifs : une efficacité de 250 à 300 fois
supérieure de la drogue antitumorale. « Si l&#39;on arrive à insérer cette enzyme
mutante dans les cellules tumorales d&#39;un patient, on pourrait le soigner avec
des doses plus faibles, donc moins toxiques. » Matteo Negroni et son équipe se
donnent encore un an pour obtenir le comportement idéal de cette enzyme. Puis,
des tests sur les souris permettront de voir si l&#39;efficacité est la même que

are really pushing this campaign for ending child marriage by 2030. It’s
prevalent all over what you might call the developing world. It’s in
virtually every African country. I was actually surprised. I used to think it
was something that happened only in <u></u>Asia<u></u>. My
eyes were opened by the fact that the highest incidence is actually in <u></u>Africa<u></u>.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

a tradition where the family recognizes that they will benefit economically
from dowries <u></u>and<u></u> things of that
kind, <u></u>and<u></u> also having one less mouth
to feed. They also think they are concerned for the girl’s virtue, that
she might end up maybe being raped. It’s economic, too. For a new family
[that the woman is married into], you have one extra pair of h<u></u>and<u></u>s.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

it is a very debilitating practice. The girl child is not physically, let alone
emotionally, ready to bear a child. The statistics are that girls who give
birth when they are under 15 are five times more likely to die giving birth
than girls of 19 <u></u>and<u></u> over. And their
children are 60 times more likely to die before their first birthday.<u></u><u></u></span></font></span></p>

There would be very very few who are likely to say, “I want to do
this.” I think that almost 99.99 percent think no. When we were in <u></u>Ethi­o­pia<u></u>, Mary Robinson [<u></u><u></u>Irel<u></u>and<u></u><u></u><u></u>’s
first female president <u></u>and<u></u> a former
U.N. High Commissioner for Human Rights] asked one of these child brides,
“What do you remember about your wedding day?” And this child
looked, I mean, on the point of just breaking down. And she said, “It was
the day that I left school.”<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

you see child marriage as an entry point to fighting other problems in the

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">A: If
we want to make any headway with the [Millennium] development goals [adopted by
the United Nations in 2000], this is a key issue. All in all, it means that if
we don’t end this practice, this custom, six of the current [goals] will
be out of the question. Extreme poverty <u></u>and<u></u>
hunger, universal primary education, improving the health of women, reducing
the incidence of HIV <u></u>and<u></u> AIDS.
That’s because the husb<u></u>and<u></u> is
much older than his bride <u></u>and<u></u> is
likely to have had several partners. <u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

most governments on child marriage in these countries? <u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">A:
Almost all of the countries now prohibit marriage before the age of 18. But as
you know, you can have a law on the statute book <u></u>and<u></u>
life on the ground is totally different.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

it is important to say to people that this is something that can, in fact, be
ended, when you have a coalition of the right kind of forces. We’ve seen
it happening in <u></u><u></u>Ethiopia<u></u><u></u>.
The religious leaders, the traditional leaders, have set up schemes where they
discuss this with young people, <u></u>and<u></u>
the results have been very, very promising. In a very tradition- bound part of <u></u><u></u>Ethi­o­pia<u></u><u></u>,
change is actually happening.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">We
were also in one of the poorest states in <u></u>India<u></u>,
<u></u>Bihar<u></u>, <u></u>and<u></u>
it was heartwarming to find that young people have organized a petition against
child marriage. And in many of their villages, they are finding allies. The
government provided bicycles for girls so they can ride to school. And school
uniforms. Generally they’ve made it more attractive to remain in school
than not to do so.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">Q:
With the United Nations <u></u>and<u></u>
increasing resources behind you, what is the approach to trying to reverse the
practice of child marriage? <u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">A: We
[have] just come away from a meeting at the State Department. There’s a
government aid commitment, <u></u>and<u></u> there
are also some corporations. The Ford Foundation is committing $25 million over
five years, for example. The U.N. Population Fund has put in $20 million.
MacArthur [Foundation] found $10 million. These are wonderful commitments. We
left that particular meeting with our hearts singing.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">It’s
not just throwing money at the problem. For example, the State Department is
targeting education, to help girl children remain longer in school. It is not
Westerners coming along <u></u>and<u></u>
pontificating. They want to work with the communities on the ground <u></u>and<u></u> be very respectful of traditions <u></u>and<u></u> not come off as the superior know-it-alls.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN">They
are intending to have coalitions with people who know the communities.
Organizations do not come along <u></u>and<u></u>
say, “We know how to do it.” The idea is to ensure that the st<u></u>and<u></u>ards are respectful of the customs <u></u>and<u></u> traditions of the community. It isn’t
anything that is being imposed from the top down. <u></u><u></u></span></font></span></p>

You have many women in your family. Were they an inspiration to you to focus on

have three daughters <u></u>and<u></u> seven gr<u></u>and<u></u>children, of whom four are girls. Our daughters
— one is a priest, our youngest. The eldest has a master’s in
public health, she works with AIDS <u></u>and<u></u>
HIV. The other taught in a university. Now she’s going back to school to
do theology. <u></u><u></u></span></font></span></p>

all went to university. We are fortunate. We want the same for others. Where

developed a mathematical model representing the HIV epidemic among MSM <u></u>and<u></u> transwomen (male-to-female transgender

effectiveness in the model is assumed to result from the combination of a
“conditional efficacy” parameter <u></u>and<u></u>
an adherence parameter. Annual operating costs from a health provider
perspective were based on the US Centers for Disease Control <u></u>and<u></u> Prevention interim guidelines for PrEP use. The
model was used to investigate the population-level impact, cost, <u></u>and<u></u> cost-effectiveness of PrEP under a range of
implementation scenarios. The epidemiological impact of PrEP is largely driven
by programme characteristics. For a modest PrEP coverage of 5%, over 8% of
infections could be averted in a programme prioritising those at higher risk <u></u>and<u></u> attaining the adherence levels of the
Pre-Exposure Prophylaxis Initiative study. Across all scenarios, the highest
estimated cost per disability-adjusted life year averted (uniform strategy for
a coverage level of 20%, US$1,036–US$4,254) is below the World Health
Organization recommended threshold for cost-effective interventions, while only
certain optimistic scenarios (low coverage of 5% <u></u>and<u></u>
some or high prioritisation) are likely to be cost-effective using the World
Bank threshold. The impact of PrEP is reduced if those on PrEP decrease condom
use, but only extreme behaviour changes among non-adherers (over 80% reduction
in condom use) <u></u>and<u></u> a low PrEP
conditional efficacy (40%) would adversely impact the epidemic. However, PrEP
will not arrest HIV transmission in isolation because of its incomplete
effectiveness <u></u>and<u></u> dependence on
adherence, <u></u>and<u></u> because the high cost
of programmes limits the coverage levels that could potentially be attained.<u></u><u></u></span></font></span></p>

a vaccine, the only ways to halt the global HIV epidemic are prevention
strategies that reduce transmission of the HIV virus. Up until recently,
behavioral strategies such as condom use <u></u>and<u></u>
reduction of sexual partners have been at the center of HIV prevention. In the
past few years, several biological prevention measures have also been shown to
be effective in reducing (though not completely preventing) HIV transmission.
These include male circumcision, treatment for prevention (giving antiretroviral
drugs to HIV-infected people, before they need it for their own health, to
reduce their infectiousness) <u></u>and<u></u>
pre-exposure prophylaxis (or PrEP), in which HIV-negative people use
antiretroviral drugs to protect themselves from infection. One PrEP regimen (a
daily pill containing two different antiretrovirals) has been shown in a
clinical trial to reduce new infections by 44% in of men who have sex with men
(MSM). In July 2012, the US Food <u></u>and<u></u>
Drug Administration approved this PrEP regimen to reduce the risk of HIV
infection in uninfected men <u></u>and<u></u>
women who are at high risk of HIV infection <u></u>and<u></u>
who may engage in sexual activity with HIV-infected partners. The approval
makes it clear that PrEP needs to be used in combination with safe sex
practices.<u></u><u></u></span></font></span></p>

community because many of the participants in the clinical trial that showed

their scenarios, the researchers looked at “high coverage” <u></u>and<u></u> “low coverage” scenarios, in which

use PrEP, respectively. They also divided the MSM community into those at lower
risk of becoming infected <u></u>and<u></u> those
at higher risk. The latter group consisted of transwomen at higher risk

workers. In a “uniform coverage” scenario, PrEP is equally
distributed among all MSM. “Prioritized scenarios” cover transwomen

preferentially. Two additional important factors for the estimated benefits are
treatment adherence (i.e., whether people take the pills they have been

thresholds. The World Health Organization&#39;s WHO-CHOICE initiative considers an
intervention cost-effective if its cost is less than three times the gross
domestic product (GDP) per capita per DALY averted. For <u></u><u></u>Peru<u></u><u></u>, this means an intervention
should cost less than US$16,302 per DALY. The World Bank has more stringent
criteria: it considers an intervention cost-effective for a middle-income
country like <u></u><u></u>Peru<u></u><u></u>
if it costs less than US$500 per DALY averted.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN"><u></u> <u></u></span></font></span></p>

only barely) by the more stringent World Bank criteria. If the savings on
antiretroviral drugs to treat people with HIV (those who would have become
infected without PrEP) are included in the calculation, most scenarios become

findings suggest that under some circumstances, PrEP could be a cost-effective

Moreover, its effectiveness depends on two behavioral factors—adherence
to a strict drug regimen <u></u>and<u></u> continued
practicing of safe sex—both of which remain hard to predict. As a
consequence, PrEP alone is not a valid strategy to prevent new HIV infections.
It needs instead to be considered as one of several available tools. If <u></u>and<u></u> when PrEP is chosen as part of an integrated
prevention strategy will depend on the specific target population, the overall
funds available, <u></u>and<u></u> how well its

networks of people living with HIV—<u></u>and<u></u>

Bogatyryova offered an opportunity to discuss the concept of shared

has increased the domestic investments for HIV by 10-fold (between 2005 <u></u>and<u></u> 2010), <u></u>and<u></u>
has succeeded in increasing external financing especially for HIV prevention,
care <u></u>and<u></u> support programmes for key
populations. Yet, 50% of the country’s AIDS response remains dependent on
donor financing.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN-GB"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN-GB">“The current
situation in <u></u><u></u>Ukraine<u></u><u></u>
is confirming the importance of the country’s decision for the state
leadership <u></u>and<u></u> accountability in our
joint fight against HIV,” said the Vice-Prime Minister Bogatyryova.
“We are committed to further scale up HIV treatment <u></u>and<u></u> prevention in <u></u><u></u>Ukraine<u></u><u></u> with a new national AIDS
strategy for the next five years,” she added.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN-GB"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN-GB">The Delegation <u></u>and<u></u> the Vice-Prime Minister talked about the need to
scale up HIV prevention <u></u>and<u></u>
treatment services as the current HIV treatment programme in the country is
meeting the needs of only 25% of people eligible. They also highlighted the
importance of creating an enabling environment to facilitate access to HIV
services to key populations at higher risk of infection such as sex workers,
people who use drugs <u></u>and<u></u> men who
have sex with men.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="EN-GB"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><u></u><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">Ukraine</span></font><u></u><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"> is
experiencing the most severe HIV epidemic in <u></u>Eastern
 Europe<u></u> with an estimated 230 000 people living with HIV. Injecting
drug use remains the leading cause of HIV infection in the country, with an HIV
prevalence of 21.5 % among people who inject drugs.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">The members of the Delegation had the
opportunity to visit several health facilities to see the work being done on
the ground. In the <u></u><u></u>Kiev<u></u><u></u>
city AIDS clinic, for example, the government <u></u>and<u></u>
civil society partners are providing services for people living with HIV <u></u>and<u></u> people who use drugs—including HIV <u></u>and<u></u> TB treatment, substitution maintenance therapy
(SMT) <u></u>and<u></u> psychological support.
Also in <u></u><u></u>Kiev<u></u><u></u>,
the Lavra Clinic, is a specialised medical facility that provides clinical care
to HIV-positive patients, <u></u>and<u></u> has a
drop-in community centre which offers HIV testing, prevention <u></u>and<u></u> care for people who use drugs, sex workers <u></u>and<u></u> transgender people.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">The delegation also interacted with
women at the maternity clinic of the Kiev City Center of Reproductive Health <u></u>and<u></u> Perinatology, which provides services to stop
new HIV infections among children as well as substitution maintenance therapy
to pregnant women who also use drugs. They also talked to the service providers
(medical professionals, psychologists, outreach <u></u>and<u></u>
social workers, <u></u>and<u></u> volunteers) to
learn more about their activities <u></u>and<u></u>
challenges they face.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">Efforts to stop new HIV infections
among children <u></u>and<u></u> keeping their
mothers alive have yielded positive results in <u></u><u></u>Ukraine<u></u><u></u> where 96% of pregnant women
living with HIV received antiretroviral prophylaxis in 2011. Mother-to-child
transmission of HIV was reduced from 28% in 2001 to 4.7% in 2009.<u></u><u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></p>

<p class="MsoNormal" style="line-height:13.0pt"><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">Throughout the visit, the delegation
highlighted the key role played by civil society organizations in advocating
for, <u></u>and<u></u> providing HIV services for
key populations, care <u></u>and<u></u> support to
people living with HIV, <u></u>and<u></u> in
reducing stigma <u></u>and<u></u> discrimination
towards affected communities.<u></u><u></u></span></font></p>

action in this region <u></u>and<u></u> I must say
that it is particularly strong in <u></u><u></u>Ukraine<u></u><u></u>. The partnership between
civil society organizations <u></u>and<u></u> national
<u></u>and<u></u> local governments is essential
in order to further scale up <u></u>and<u></u>
sustain HIV services for the most vulnerable populations in <u></u>Ukraine<u></u>,” said Matt Southwell, the PCB NGO
representative for <u></u>Europe<u></u>.<u></u><u></u></span></font></p>

UNAIDS Deputy Executive Director, Management <u></u>and<u></u>
Governance. “The members of the delegation were also able to witness the
critical role of UNAIDS in leading the Joint UN Team with the support of the

<p class="MsoNormal" style="line-height:13.0pt"><span><i><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial;font-style:italic">A group of nine inspirational young women born with HIV recently came
together at UNAIDS headquarters in <u></u><u></u>Geneva<u></u><u></u>
to share their experiences <u></u>and<u></u> to build
a foundation for work in the future. The gathering was part of a broader agenda
to promote <u></u>and<u></u> protect the human
rights, especially the sexual <u></u>and<u></u>
reproduction health <u></u>and<u></u> rights, of
all women living with HIV. This is their message to the world which they would
like to share on the first ever International Day of the Girl Child</span></font></i></span><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">.<u></u><u></u></span></font></span></p>

Dreams<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR">We
are the first generation of babies born <u></u>and<u></u>
to grow up living with HIV. Today, we are young women with dreams for our
communities which we come from <u></u>and<u></u>
the world we want to create. Telling our story is difficult but we use our
personal experiences to change, impact <u></u>and<u></u>
shape the world we live in.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR">As
unique as we are, we are growing up to be wives, lovers, mothers, caregivers,
mentors, professionals, <u></u>and<u></u> world
leaders. We want to be alive, not just to live, but have a right to whole-full
lives as girls <u></u>and<u></u> women filled with
desires, aspirations, sexualities <u></u>and<u></u>
emotions. To achieve our dreams we need a fair, protective <u></u>and<u></u> supportive world; we refuse to live in isolation.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR">Whether
the world likes it, we are sexual beings <u></u>and<u></u>
have a right to have babies. We are willing to take on the responsibility to go
through a tough process to become pregnant, carry our babies for nine months <u></u>and<u></u> deliver them safely <u></u>and<u></u>
healthy. We are determined to do what it takes to keep our children healthy <u></u>and<u></u> free of HIV for the rest of their lives. To
achieve this we need accessible, on-going quality health care <u></u>and<u></u> services that cater to our choices <u></u>and<u></u> decisions. We want HIV to stop with us.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial" lang="PT-BR"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">We live in
communities filled with discrimination <u></u>and<u></u>
prejudices that comes in all forms. First <u></u>and<u></u>
foremost, our health care setting is filled with doctors <u></u>and<u></u>
nurses who are still misinformed <u></u>and<u></u>
uninformed, <u></u>and<u></u> they carry their own
prejudices <u></u>and<u></u> judgments against us.
We dem<u></u>and<u></u> that our families be
supportive <u></u>and<u></u> invest in our lives.
The final decision to disclose our HIV status belongs to us <u></u>and<u></u> only us, not to our families, partners, friends,
health care providers or educators. As much as we are HIV positive, we are
still sisters, aunts, mothers, <u></u>and<u></u>
gr<u></u>and<u></u>mothers of nations.  The world
is blind <u></u>and<u></u> ignorant that we are
growing up with HIV <u></u>and<u></u> becoming
adults, <u></u>and<u></u> our communities,
including the HIV community, have not yet accepted us as young women born with
HIV.<u></u><u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial"><u></u> <u></u></span></font></span></p>

<p class="MsoNormal" style="line-height:13.0pt"><span><font face="Arial" size="1"><span style="font-size:9.0pt;font-family:Arial">We deserve to
love <u></u>and<u></u> to be loved. Love free of
abuse, emotional torture, unfair treatment; rather love which is compromising,
dignified, compassionate, kind <u></u>and<u></u>
empowering. Together as partners we can share the responsibility to keep each other
safe; we don’t pass HIV to our partners <u></u>and<u></u>
they don’t pass any sexually transmitted infections to us <u></u>and<u></u> together we don’t infect each other.
Communication is vital for healthy partner relationships, respect <u></u>and<u></u> trust.<u></u><u></u></span></font></span></p>
