Dear colleagues:
Following our initial Call for Nominations released a month ago, we have
received only one nomination for an INGO representative at the HIV
Policy and Programme Coordination Group (HPC), to replace Diana Measham
who has left Vietnam recently. The nomination has been submitted for
Matthew Tiedemann, new Country Representative for PACT, Inc. Although
PACT's institutional memory puts Matthew in a very good position to
represent INGOs at HPC and to report back to the INGO community, we
would like to make sure that the election process will have been fully
democratic. Therefore, I would like to give you one more opportunity to
email your nominations or to express your own interest for the position
of the HPC representative by COB Friday 23 July 2010. Following your
nominations or self-nominations, we will initiate an electronic vote.
Nominations or self-nominations should be sent to the emails listed on
the top of this message.
As a gentle reminder, HPC representatives must be senior staff of their
respective organizations. They must accept the goals of the attached
Terms of Reference; be committed to the formulation of coordinated
policy positions; and willing to actively engage in dialogue with
stakeholders. The HPC is composed of representatives from three UN
agencies, two multilateral donors, 4 bilateral donors and three INGOs.
The remaining two INGO representatives are currently from Family Health
International and Abt Associates.
HPC began as an informal sub-working group of the Ambassadors / Heads of
Agency Informal HIV Coordination Group. However, they broadened their
mandate and took an increasingly active role in the formulation of the
international community’s coordinated and strategic response. The HPC’s
role includes acting in the international community’s common interests
in dialogue with the Government of Vietnam and other partners, and
providing a space for donors, INGOs and UN agencies to work toward
complementary and coordinated positions on HIV policy and programmatic
issues. HPC is chaired by UNAIDS, who also serves as their secretariat.
HPC meetings are held on a bi-monthly basis and sometimes meet as often
as once a month if there is a need.
