Dear colleagues and friends,
An informal Mid-Year Consultative Group (CG) Meeting is fast
approaching! It will take place in Rach Gia Town, Kien Giang province
on 9 - 10 June 2010. Following our preparatory meeting with the World
Bank and based on a preliminary agenda, the four INGO representatives
(Kim, Peter, Ngoc and Steve) have met earlier today to discuss INGOs'
inputs for the CG meeting. Please have a look at the attached draft
agenda and share your thoughts with me. Let me know If there is
anything you would like us to say at the CG meeting, keeping in mind
that the Mid-Year CG meeting is informal and there will be no
submissions of written statements, partnership reports or any other
formal document.
All of the INGO community in Vietnam will have one seat at the
discussants' table and the four INGO representatives will rotate in
this seat during different sessions. Given the number of participating
ambassadors, ministers, heads of development departments, and deputy
ministers - my estimation is that we will have about 2 to 3 minutes
during each session to deliver our message(s) or to contribute to the
overall discussion. Anything you would like us to say (jointly) will
have to be reduced to those few minutes per session.
Also note that the agenda has been decided between donors and relevant
ministries. I would appreciate if you could share only those comments
that are relevant to the following themes:
1. Assessment of the macroeconomic situation (macroeconomic
development and policy priorities for 2010);
2. Vietnam’s 10 Year Vision and 5 year Plan (overview of the national
SEDS and the SEDP 2011-2015);
3. Climate Change (responding to climate change challenge in the Mekong Delta);
4. SEDP 2011-2015: economic restructuring; reforms to enhance
efficiency of growth; financing infrastructure;
5. SEDP 2011 – 2015: inclusive growth; assessment of progress on VDGs;
vulnerability and social protection;
6. SEDP 2011 – 2015: human resource development; education and
vocational skills; anti-corruption in education sector
I look forward to receiving your feedback by the end of next week
(Friday 28 May 2010). Please keep in mind that the final INGOs' input
at the CG meeting will represents broader views of the INGO community
in Vietnam, not just those of individual organizations.
