Dear Directors:

Following PACCOM's invitation to the 'INGOs Contributions in Vietnam' 
day scheduled for 14 November 2010 and forwarded through our 'members' 
list (see below), I have received an inquiry about the meaning of one 
line in the invitation asking from you ...'to confirm your commitment 
for program/project activities in Vietnam in the year 2011'... One of 
the colleagues has asked what does it mean and if you need to provide 
budget figures. Here is what PACCOM responded (quote):

...'Thank you very much for your good question. We encourage budget 
figures, so that we could incorporate in a general budget commitment 
from all INGOs'...

I just thought it may be useful if I shared their expectations with all 
of you. I have not discussed it any further with PACCOM, so your 
understanding of Phong's quote is as good as mine.

Dear friends,

The Vietnam Union of Friendship Organizations (VUFO) and the People's Aid
Coordinating Committee (PACCOM) send compliments to your organization and
would like to draw your attention to the following:

On the occasion of 60th Anniversary of VUFO's Traditional Day (November 17),
we are going to organize an event entitled 'INGOs' Contributions in Vietnam'
in Hanoi city, tentatively at 10:00 hrs on 14 November 2010, at the Hanoi
Cultural Palace (90 Tran Hung Dao street, Hanoi), in order to acknowledge
INGOs' contributions to poverty reduction and development in Vietnam over
the past and your commitment for the future. A formal invitation will follow
soon after receiving your registration.

As all foreign NGOs are invited to the event, we would be much grateful if
your organization confirms the attendance as well as your commitment for
program/project activities in Vietnam in the year 2011. This commitment will
be reflected at the 'Day for the Poor' event on 31 December 2010, organized
by the Vietnam Fatherland Front.
