Dear INGO colleagues:

This email serves as a Call for Electronic Vote for a new INGO
representative to the Country Coordinating Mechanism (CCM) of the Global
Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in Vietnam. Three
candidates have been nominated and you need to give your vote to one of
them. Please vote by email to <director at ngocentre.org.vn> before 30 January
2011. Only one vote per organization will be taken into account. The
following candidates -listed in chronological order of receiving their
statements- have been nominated:

1. Yasmin Madan (Ms), Population Services International
2. Matthew Tiedemann (Mr), Pact in Vietnam
3. Juanita Folmsbee (Ms), Supply Chain Management Systems

The INGO representative to the CCM represents all INGOs in Vietnam during
discussions on AIDS, Tuberculosis and Malaria. The CCM in Vietnam meets up
to four times a year to discuss and review the GFATM proposal development
and implementation. In order to make your vote easier, below are short
professional biographies of the candidates, highlighting aspects of their
careers relevant to the CCM.

YASMIN MADAN has been working in Vietnam as Country Representative for
Population Services International (PSI) since early 2007. PSI Vietnam is an
international not-for-profit organisation with operations in over 60
countries around the world. PSI serves on the Country Coordinating
Mechanisms (CCM) of 15 countries worldwide and sits on the technical working
groups and committees of several more, providing assistance to CCMs on
technical and management issues. In addition PSI’s HIV, malaria and TB
specialists regularly provide assistance in developing sound proposals; PSI
hosts a dedicated department providing technical support to countries
receiving Global Fund grants as a Principal Recipient or Secondary Recipient
in program management, financial management, monitoring and evaluation,
procurement, and contracts; and PSI is the Global Fund’s Procurement
Services Agent for the procurement of  Long Lasting Insecticidal Nets in the
Voluntary Pooled Procurement (VPP) Mechanism. Prior to Vietnam, Yasmin has
worked in Zimbabwe, India and the United States, providing technical
assistance to several PSI countries in Africa and Asia regions. Yasmin is
also a Steering Committee member of the NGO Resource Centre and committed to
ensuring proper representation of international and local civil society in
Vietnam. She has over 12 years of international experience in the private
and development sectors and extensive experience in designing and managing
health programs. She brings a broad field knowledge of a range of donors,
including the United States Agency for International Development (USAID),
the UK Department for International Development (DFID), Global Fund and the
United Nations’ policies and procedures.

MATTHEW TIEDEMANN has been Country Director for Pact in Vietnam since August
2010. Pact in Vietnam is implementing the largest non-governmental project
under the President's Emergency Plan for AIDS Relief (PEPFAR) agreement,
funded by USAID. Since 2005 this project, valued at US$44.4 million, has
provided grants, technical assistance and capacity building to 36
organisations working on the prevention, care and treatment of HIV/AIDS in
Vietnam. In addition, Pact has provided capacity-strengthening services to
the Vietnam Union of Science and Technology Associations (VUSTA) to support
them in preparing for their role in the Round 9 Global Fund proposal and has
conducted a capacity-building workshop for the Vietnam Administration for
HIV/AIDS Control (VAAC), also in preparation for Round 9.  In his previous
position as Country Director for Pact Malawi, Matthew oversaw a USAID-funded
project, which helped in establishing the country’s first independent CCM
secretariat. Until early 2010 the secretariat was housed in the National
AIDS Commission, which is the main Principal Recipient of Global Funds in
Malawi. He managed the process of finalising the terms of reference for the
secretariat and the executive director with the CCM’s secretariat
task-force, prepared the budget for review by the CCM, negotiated
arrangements for the secretariat to be housed in the Ministry of Finance
(MOF) with the Secretary to the Treasury (who is CCM chairperson) and other
MOF staff, and led the process of conducting three rounds of interviews for
director candidates. Matthew provided mentoring and guidance to the new
director, hired by Pact and seconded to MOF, and facilitated the hand-over
process with her.

JUANITA FOLMSBEE is the Country Director for the USAID Supply Chain
Management Systems (SCMS) project in Vietnam. SCMS supplies lifesaving
medicines to HIV/AIDS programs around the world and is led by the
Partnership for Supply Chain Management, a non-profit organisation
established by Management Science for Health (MSH) and John Snow, Inc.
(JSI). The 17 SCMS international partners are hands-on and actively work to
strengthen supply chains, enabling the scale-up of HIV/AIDS treatment in
developing countries. Juanita is a Registered Nurse with a Masters in Health
Systems Management and has a 20-year track record of living and working
internationally in countries such as Haiti, Tanzania, Gabon, Bolivia, Sri
Lanka, Kenya and Switzerland. She has managed strategic planning and
projected implementation in several countries. In Vietnam, as SCMS/MSH
Country Director, she is responsible for 2 offices with an annual budget of
 US$10 million and supervision of a total of 30 technical and administrative
staff members. As Country Director, in addition to her SCMS director role
she also oversees MSH’s pharmaco-vigilance and TB projects and as a result
has been involved with governmental and non-governmental stakeholders
associated with these projects, including VAAC, Global Fund, Hanoi
University of Pharmacy and the National TB Program. Prior to coming to
Vietnam she was SCMS Country Program Manager responsible for country offices
in Kenya, Zambia and Mozambique.  She also worked for the Communicable
Disease Center (CDC) in Haiti for 3 years during the early years of PEPFAR.
