[ingodirectors] CLARIFICATION of INGO Representation at the Consultative Group

Dear INGO colleagues:

Following our call for nominations of INGO representatives to the
Consultative Group I received several requests for further clarification of
INGOs' role; the exact dates of the meetings; and the level of INGO
representatives' involvement. Please find enclosed a document outlining a
brief history of the Consultative Group in Vietnam with specific emphasis on
INGOs' role on page 3 of the attached document. The document will be part of
my presentation at the upcoming 'International Conference on Humanitarian
and Development Assistance to the Democratic People's Republic of Korea'
which will take place in Seoul, South Korea next month.

In more practical terms, the Consultative Group for Vietnam meets twice a
year:

1. Mid-Year Consultative Meeting usually takes place in early June. It is
less-formal gathering in one of the provinces, including field visits;
2. Year-End Consultative Meeting usually takes place in early December, in
Hanoi. Formal statements are prepared by all delegations.

Tentative dates for the next Consultative Group are December 5 or 6, 2011
(to be confirmed).

INGO representation at the Consultative Group usually involves a series of
preparatory meetings:

* Semi-formal meeting between INGO representatives and the World Bank to
discuss preliminary agenda and INGOs' priorities;
* Several informal discussions between INGO representatives about
preparatory process, gathering and compiling inputs from INGOs;
* Soliciting inputs (in electronic form) directly from INGOs and relevant
Working Groups, depending on the main themes of the agenda;
* Drafting a formal statement with key INGO messages (for Year-End
Consultative Group only);
* Public discussion on draft statements and key messages with all INGOs
during the INGO Forum;
* Distribution of INGO Statements and presenting key messages by INGO
representatives at Consultative Group;

In addition to compliance with the criteria described in my previous email
(see below), elected INGO representatives must commit to actively
participate in the above-mentioned activities; and must be able to cover
their accommodation and travel expenses out of their own INGO budgets (only
for Mid-Year Consultative Group). The Year-End Consultative Group meeting
takes place in Hanoi and does not involve any expenses for people based in
Hanoi.

Please note that the deadline for your nominations is Monday 24 October
2011.

October 2011 to <director at ngocentre.org.vn>. You can suggest 2 candidates,
as we need to elect (or re-elect) two INGO representatives to the
Consultative Group meeting. Proposed candidates must meet the following
criteria:

* Representatives, Heads, Chiefs or Country Directors of INGOs registered in
Vietnam;
* Candidates must have been in the above mentioned position for at least 1
year;
* Candidates must bewilling to consult with, represent and report back to
INGO community;
* Candidates must prepare for and participate in 4 Consultative Group
meetings over a two year period.

Note that deputy representatives are not eligible.
