[ingodirectors] Positive Outcomes of the Mid-Year CG Meeting 2012

Dear INGO colleagues,
Please find attached the Press Release of the Mid Year Consultative
Group (CG) meeting that concluded on Tuesday, 5 June 2012 in Dong Ha,
Quang Tri province. From the INGOs' point of view this meeting was one
of the most productive meetings in the past several years. The Minister
of Planning and Investment , H.E. Mr. Bui Quang Vinh committed to
improve coordination between the Government of Vietnam, provinces,
donors and NGOs in the process of poverty reduction and disaster
mitigation. All participants emphasized the importance of continued
NGOs' involvement in planning and implementation of poverty reduction
programmes.
Although not specifically mentioned in the press release, the INGO
representatives addressed the participants in both sessions, sending
clear and strong messages from the INGO community. Specifically, I had
the opportunity to speak about multiple dimensions of poverty; high
numbers of the chronic poor; land-use rights; social assistance
programmes; agricultural extension services; education programmes for
ethnic minorities; child malnutrition; and co-relation between poverty
and war legacies, including land mines contamination and Agent Orange.
Ms. Le Kim Dung, Associate Country Director at Oxfam, spoke about
capacity building of local communities in disaster mitigation;
cooperation between all relevant stakeholders in natural disaster risk
management; the Community-Based Disaster Risk Management programme;
Disaster Risk Reduction planning; internationally-agreed minimum
standards for humanitarian aid; the Participatory Vulnerability and
Capacity Assessment; increased needs for climate change adaptation
grants; and other important issues related to natural disaster risk
management from the INGOs' perspective.
I have enclosed final revisions of the two documents which Dung and I
used during our presentations: 1) INGO Talking Points on Sustainable
Poverty Reduction; and 2) INGO Presentation on Natural Disaster Risk
Management. Please note that a few donors echoed the points that Dung
and I spoke about; while several development partners brought attention
to all the other key messages from our documents.
I would like to thank those of you who have contributed to a successful
preparation of INGOs' inputs at the Mid Year CG meeting 2012.
