Dear INGO members:

Following my email from the last week, I would like to share (attached) 
UNOFFICIAL translation of the new Decree No 12/2012/ND-CP, courtesy of 
CIDA at the Canadian Embassy. Note that this is for your internal use 
only; and please do not distribute further. I have reviewed the 
translation; identified several errors; and corrected it. However, there 
may be other minor mistakes in translation and you should refer to the 
original Vietnamese document for clarity. We are still waiting for an 
official English translation released by the Government. I will keep you 
informed.
