Dear INGO Directors:

Following my earlier request for your inputs to the study of Decree 93 
-- the Consultancy Team received very few responses from INGOs. I am 
re-sending the questionnaire designed for INGOs and kindly asking you to 
respond by 18 January 2013. Please send your responses via email to the

As a reminder, the attached questionnaire is a part of the ongoing study 
of the implementation of Decree 93, conducted by the Vietnamese Union of 
Scientific and
Technological Associations (VUSTA) and CARE International in Vietnam. 
The VUFO-NGO Resource Centre is supporting the study together with 
PACCOM, Ministry of Planning and Investment and Like-Minded Donor Group 
(LMDG) -- led by CIDA and Irish Aid. For more details please check the 
first page of the attached document.

The questionnaire should not take more than 30 minutes of your time.
