Dear colleagues and friends,

Many of you responded to our request for your endorsement of a joint
INGO statement, following tensions in the East Sea / South China Sea. I
would like to thank INGO directors who provided comments, which have
been incorporated into the final document. Some of you needed time to
consult regional offices or headquarters, which was the main reason for
the delay before we could provide an update.

Please find enclosed the final document, including the list of member
INGOs who officially endorsed the Joint INGO Statement. Kindly check the
list of INGOs who endorse the statement on the second page and let me
know if you have received consent from your headquarters in the
meantime. I will add additional organisations' names to the list until
Monday 26 May 2014, after which we will publish the Joint INGO Statement
on our website and make it available for public distribution.

Kindly note that the attached document is a JOINT statement, endorsed by
authorised representatives of a group of foreign NGOs operating in
Vietnam. There is a similar document -Individual Statement- which many
participants signed during the meeting organised by PACCOM last week. We
can only facilitate distribution of the Joint INGO Statement endorsed by
organisations registered to operate in Vietnam.

I would be very happy to include the names of other non-member
organisations who expressed their interest as well, but I will need
their email confirmations. If you know any of the following INGOs,
kindly forward this email and ask them to confirm their endorsement to
<director at ngocentre.org.vn> Here is the list:

1. Hannah’s Promise International Aid
2. Happel Foundation Project Office
3. Norwegian Church Aid in Vietnam
4. Peaceworkers (San Francisco)
5. The College at Brockport Vietnam
6. The Danang / Quang Nam Fund, Inc.
7. Madison Quakers, Inc.

Warm regards,

Marko
