[ingodirectors] Revised Decree 93 document + INGO Recommendations Update

Dear INGO directors,

Last week I shared an email with INGO recommendations on the Decree 93
revision, which was submitted to MPI. Following my email, additional
INGOs signed on their support. Please find the updated document with
an expanded list of supporters, both in English and Vietnamese.

Some colleagues asked for a translation of the Decree 93 revision. I
am enclosing a full document, both in Vietnamese and English, for your
reference. Let me know if you require any document in the Word format
and I can send them separately.

Dear INGO directors,

Please find attached recommendations prepared by a group of INGOs and
development partners (DPs) that has been submitted to the Ministry of
Planning and Investment on Saturday 29 October 2016. The group met
following recent revision of Decree 93 and numerous discussions
organised by different groups of INGOs, DPs and VNGOs. A core group of
donors and INGOs decided to submit a joint statement with their
recommendations. Due to a very short deadline, it was only possible to
include your inputs received before Friday noon.

I would like to thank those of you who provided feedback and signed on
their INGO support to the attached letter. The document will be
further shared with other key ministries and relevant departments.
Therefore if you are not on the list of supporters at the bottom of
the document —and would like to join— kindly let me know within the
next few days and we will add the name of your organisation.
