[ingodirectors] DP-INGO-VNGO Comments ENG: draft MOFA Decree on Sanctions of Administrative Violations

Dear INGO directors,

The document with joint comments from development partners, INGOs and VNGOs
have been submitted to MOFA and the Office of Government. Please see the
attached English version, together with a cover note from 4 Heads of
Development (Belgium, Canada, Ireland, USAID). A Vietnamese translation
will follow separately, due to its big size. I also attached a separate
letter with the UN recommendations.

A warm "thank you" to the team at Oxfam who took the biggest burden of
finalising the document!
