PROGRAMME OFFICER – RIGHT TO BE HEARD PROGRAMME
Reference number: INT3200
2-year fixed term contract based in Hanoi with travel to project areas
The Role:
To manage the development and implementation of Oxfam GB’s projects within 
Right to be Heard programme. Taking the lead in one or more programmatic 
theme for Oxfam GB in Vietnam.
Reports to:  Programme Coordinator – Right to be Heard Programme
The requirements:
Vietnamese national. 
University degree, preferably social science, related field or/and 
management.
Working experience with NGOs or international development organisation is 
preferable. 
Proven (at least 5 years) experience in programme/project strategic 
planning and management. Experience in managing and monitoring capacity 
building initiatives will be an advantage. 
Proven experience in application of participatory approaches.
Sound experience in resource management e.g. people, finances, assets.
Good understanding and practical experience in application to support 
equity issues (Gender and diversity).
Good understanding of political system and issues such as Governance, 
Democracy, Civil Society Development and planning reform issues in 
Vietnam.
Familiar with advocacy work at local and national level.
Strong written and spoken English and Vietnamese.
Good computer skills (word processing and spreadsheet programs).
Able to travel to programme/project areas on a regular basis.
Gross Annual Salary Range:      US$ 11,800 – US$ 16,200
