REQUEST FOR PROPOSAL 
FOR 
POVERTY MONITORING PROJECT

Viet Nam has made significant achievements in its development and poverty 
reduction over the past decade. At the same time, the country is facing 
many challenges to ensure both high economic growth and sustainable 
poverty outcomes, especially in the context of the current global economic 
crisis. 
Oxfam and ActionAid Viet Nam (AAV) have cooperated with the Viet Nam 
Academy of Social Sciences (VASS) and other stakeholders to undertake a 
number of rapid assessments of the impacts of the global economic crisis 
on migrant workers in formal and informal sectors. The research undertaken 
so far demonstrates the importance of “linkages” between rural and urban 
areas and highlights the strong interconnectedness of labour markets in 
urban and peri-urban areas and rural welfare.  It also highlights the need 
for a broad and timely information base to measure and monitor the impact 
of the global economic crisis on enterprises, migrant workers, their 
families and the wider community. 
The rapid assessments carried out recently build on Oxfam and AAV’s 
post-WTO poverty monitoring initiative, which started in early 2007.  This 
is a longitudinal study of poverty outcomes, linked with changes in 
livelihoods and market access of vulnerable groups, in selected 
communities throughout Viet Nam. It focuses on changes in inequality, 
vulnerability, gender relations and empowerment, and provides analysis and 
recommendations for policy discussion as well as for the work of Oxfam, 
AAV and partners. 
With financial support from AusAID, in continuous cooperation with VASS 
and other stakeholders, Oxfam and AAV plan to adapt and expand the 
post-WTO poverty monitoring project to ensure it  captures the impacts of 
the global economic crisis on poor people in selected sites throughout 
Vietnam, and is able to provide timely information to policymakers, donors 
and the public. Oxfam and AAV are in the process of undertaking the 3rd 
phase of the poverty monitoring work, from September 2009 to June 2010.
The overall objective of the study is to undertake an ongoing assessment 
of poverty outcomes linked with changes in livelihoods and market access 
of vulnerable groups in selected communities in the context of financial 
and economic crisis, in order to provide analysis and recommendations for 
policy discussion at the national level. 
On behalf of the implementing agencies, Oxfam GB would like to invite 
eligible consulting firms and research organisations to submit a full 
proposal (including technical and financial parts) to apply for the whole 
assignment comprising of approximately following positions:
1 team leader
1 senior researcher 
3 researchers
