The project* **Technical Assistance Support for Management of Program 135-II
(SM-P135) *is implemented by the State Committee for Ethnic Minority Affairs
(CEM) in collaboration with Niras Finland (consultant company), and under
agreement between the Governments of Vietnam and Finland. The project works
to improve management of the Program for Socio-economic Development of
Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (P135)
in order to alleviate ethnic minority poverty.
The* *project is* *now seeking applications from* Vietnamese nationals for
one of its Program Facilitator positions. *Positions are based in Hanoi with
travel to the project’s 8 partner provinces. Contract is offered for approx.
1 year with possible extension.
*Main responsibilities:*
- Provide facilitation and quality assurance support to CEM and its
partners for preparation of activity proposals, budgets, ToRs and agreements
- Support CEM in the monitoring of activity progress and activity
reporting by partners
- Support recruitment of providers of TA inputs for project activities
- Act as the project’s focal point for the preparation and implementation
of province plans for selected partner provinces
- Act as the project’s focal point for selected central level partner
agencies
- Provide management support and progress and financial reporting inputs
for activities within each position’s activity portfolio
*Requirements:*
- Masters degree in relevant discipline (e.g. Public Administration,
Rural Development)
- 5 years of relevant professional work experience
- Familiarity with Program 135 and/or other GoV poverty alleviation
programs
- Experience and good conceptual understanding in several of the
Project’s intervention areas, including: a) public administration and
institutional development; b) public finance management; c) communication
and information; d) monitoring and evaluation; e) participatory program
management and implementation; f) human resource development and training of
central and local GoV staff.
- Experience from ethnic minority support programs/knowledge of ethnic
minority poverty issues
- Experience in co-coordinating and liaising with central and provincial
agencies, other stakeholders and beneficiaries
- Participatory approach to collaboration with partners
- Awareness of equity and gender issues
- Good communication skills in verbal and written English and Vietnamese
