aN EARLY WARNING SYSTEM Consultant OPPORTUNITY FOR DIPECHO PROJECT IN THANH
HOA PROVINCE

 

CARE International in Vietnam is looking for a Technical Consultant for 45
days from 1 July to 15 August 2009, who will be responsible for working with
provincial and district Flood and Storm Control Board, NGO's, provincial
departments and agencies to analyse capacity and identify gaps in early
warning; advise on measures to improve the current system; and coordinate
training on the principles of multiple hazard risk management. 

 

1.     Project Description

The Increase local Disaster Risk Management Capacity Project (DIPECHO) is
funded by ECHO, coordinated by CARE International in Vietnam. The project's
specific objective is to improve Disaster Preparedness, Mitigation and
Response of coastal communities in Thanh Hoa by enhancing capacities of
communities, local government and mass organisations. 

 

2.    Scope of Consultancy work

*	Work with provincial and district FSCB's to analyse their current
capacity and identify gaps in early warning and disaster information
management for disaster forecasting and comprehensive planning. 
*	Work with relevant provincial departments and agencies, as well as
INGOs (such as Asian Disaster Preparedness Centre) addressing similar
issues, to share information and enhance coordination and cooperation. 
*	Propose measures to improve the current system within the framework
of the project and reach agreement with partners on the approach to be used.

*	Identify training needs in relevant areas such as the principles of
multiple hazard risk management, information management and planning to
provincial, district and commune relevant staff.

3.    Qualifications and experience

*	Excellent and demonstrated participatory training skills;
*	At least 5 years experience in information management and EWS. 
*	Excellent facilitation skills
*	Excellent participatory approach 
*	Excellent written and verbal communication skills and quality report
writing skills in both Vietnamese and English
