Clean Water and Sanitation Program Manager based in HCMC

In Mekong delta

Terms of Reference

 

East Meets West Foundation (EMW) is one of the largest development
non-government organizations in Vietnam with a brand name that is widely
recognized among donors and policy makers in Vietnam for its excellent
reputation in program implementation, integrity and innovation.

 

We are seeking qualified candidate to fill the position of the Clean Water
and Sanitation Program Manager for the Mekong Delta in EMW's office in Ho
Chi Minh City.  The Program Manager will work directly with local
authorities and private operators in the Mekong region, and will report
directly to the Country Director for Vietnam.

 

Main duties and responsibilities:

 

A. LEADERSHIP:

 

a)      Work under the supervision of Country Director to spearhead
development Clean Water Program in Mekong delta of Vietnam, eventually to
Lao and Cambodia to ensure they are appropriately funded and implemented.

b)      Implement a new program for EMW to work with private operators and
financial institutions to mobilize private resources to the clean water and
sanitation sector.

c)      Be responsible for strategic planning, progress reporting, program
development, implementation, and monitoring and evaluation.

d)      Oversee and monitor survey design and implementation, administer
indicators, and compliance with donors' requirements.

 

B. COORDINATION AND RELATIONSHIP:

 

a)      Work closely with Senior Deputy Director responsible for Clean Water
and Sanitation based in Danang, and report to her technically.

b)      Advocate the Output-based Aid approach (OBA) to central government,
local authorities and private operators under the direction of the Country
Director, based in Hanoi.

c)      Coordinate the work with the Coordinating Unit (CU) from the Rural
Water Supply and Sanitation Partnership as required for technical assistance
grant coming from the CU

d)      Interact with various Donors, explain the Program objectives to
donors and mobilize more funding for further expansion of EMW's program in
the Mekong region in coordination with Development Director, based in Ho Chi
Minh City

e)      Build the alliance working relationship with various national and
international partners as opportunities arise and as required.

 

C. MANAGEMENT, MONITORING AND EVALUATION:

 

1. Operation:

 

a)      Responsible for implementing GPOBA Clean Water and GDA Watershed
programs in Mekong delta.   GPOBA project, financed through the World Bank,
deals with the Output-based Subsidy to private investors and operators for
piped water, and GDA project, financed by Regional USAID office in Bangkok,
deals with commercialization of clean water and sanitation technologies

b)      Assess requests from corporate and individual donors to finance
clean water and sanitation projects in the South

c)      Write proposals in coordination with Development Director for these
requests

d)      Write proposals for technical assistance grants to promote private
sector investments in the sector

e)      Prepare quarterly reports on GPOBA and GDA projects

f)        Cooperate with WATSAN network in Southeast Asia to spearhead
development EMW Clean Water and Sanitation program to Lao and Cambodia.

g)      And other related work.

 

2. Finance

 

a)      Work with local partners to set up the project financial system that
meets World Bank procurement / policies as well as EMW financial requirement
to implement project in a  transparent and cost effective way. 

b)      Prepare the budgets based on the detailed work plan and monitor
project budgets regularly (monthly, quarterly and annually

c)      Monitor budgets, ensure timely and good quality of all program
expenditures and activities.

d)      Comply with all the World Bank procurement and financial policies as
well as EMW financial policies and procedures and liaise with the EMW
Finance Depart to ensure the integrity of financial documents, procedures
and reports.

Desired qualifications 

 

 

The candidate will possess the following qualifications:

 

1.	University degree, prefer advanced degree in related field.
2.	Have background or at least 3 years relevant work experience in
Rural Water supply and sanitation and in management positions.
3.	Have worked for NGO funded projects for at least 3 years. 
4.	Ability to think strategically, conceptualize new ideas, digest and
analyze complex information and present coherent work plan or implementation
plan 
5.	Excellent interpersonal skill to liaison with national and local
high ranking officers
6.	Possess professional attitude and diligence and able to work
independently as well as work in a team.
7.	Fluency in speaking and writing English and Vietnamese is desirable.
8.	Willingness to travel frequently to different provinces in Mekong
delta when required.
9.	Dynamic, persistent, and creative.
