SM-P135 partner provinces*

The “TA Support for Management of Program 135-II” (SM-P135)* *Project* *is
implemented by the State Committee for Ethnic Minority Affairs (CEM) in
collaboration with Niras Finland (consultant company) under agreement
between the Governments of Vietnam and Finland. The project works to improve
the management of the Program for Socio-economic Development of Extremely
Difficult Communes in Ethnic Minority and Mountainous Areas (P135-II) in
order to alleviate poverty amongst ethnic minorities. The project supports
P135 management improvement at the national level and in 8 partner provinces
(Cao Bang, Lao Cai, Yen Bai, Nghe An, Quang Tri, Kon Tum, Gia Lai, and Quang
Nam).



The project now invites national and provincial TA consultancy
providers (individual
consultants, consultancy companies, NGOs, universities, research centers,
etc.) to express interest in providing consultancy inputs towards the
following provincial level TA assignments scheduled to be initiated from
middle of or late March 2010:

Identification of solutions and proposals for adaption of P135 regulations
and guidelines to local context in Quang Tri

20 days for senior public policy/management expert to lead team of 4
province-based junior consultants

Study of training methodologies applied by the P135 Capacity Building
Component (CBC) in Quang Tri, needs assessment for managerial P135 staff,
preparation of training handbook, and support to training of CBC trainers

23 days for one senior participatory training expert and 6 days for one
senior HR capacity building expert

LC 1.1

Review of manuals and guidelines applied for operation and maintenance of
P135 infrastructure in Lao Cai

15 days for senior IEC/public regulation expert to lead team of 4
province-based junior consultants

LC 3.1

Assessment of P135 management communication systems in Lao Cai and
preparation of proposals for communication modalities/topics for better
two-way information between and within different administrative levels

20 days for one senior communication/policy advocacy expert and 15 days one
public sector management/P135 expert

LC 4.1

Study of training methodologies applied by the P135 Capacity Building
Component in Lao Cai and support to initiation of improved training systems,
including preparation of training handbook and training of P135 trainers

23 days for one senior participatory training/HR capacity building expert

CB 1.1

Review current P135 planning framework in Cao Bang and develop province
level P135 Participatory Planning Manual that reflects local planning
conditions

37 days for a senior participatory planning expert (team leader) and 15 days
for one planning capacity building/training expert (team member)

CB 1.2

Review of documents regulating the institutional set-up for P135 management
and implementation in Cao Bang and proposal for revision of management
set-up that reflect local conditions

16 days for senior public sector management expert (team leader) and 12 days
each for two P135/program management experts (team members)

CB 4.1

Situation analysis of application of Commune Investment Ownership (CIO)
approach under P135 in Cao Bang, and develop local “CIO Manual” that reflect
local operational conditions

37 days for a senior infrastructure management and capacity building expert
(team leader) and 26 days for two infrastructure management experts (team
members, provincially recruited)

YB 2.1

Develop capacity building and training program for provincial “Planning
Support Group” (PSG) being established to support locality level P135
planning in Yen Bai, and subsequent provision of technical on-the-job
support to PSG operations

54 days for senior participatory local planning expert (team leader) and 49
days for one local planning training expert (team member)

YB 4.1

Review and facilitate revision of P135 guidance documents for improved P135
implementation in the  context of Yen Bai

17 days for senior policy/regulation analysis expert (team leader) and 17
days each for two  junior policy/regulation analysis experts (team members)

GL 1.1

Identification of constrains in current mechanisms for P135 inter-agency
coordination, cooperation and communication in Gia Lai, and facilitation of
revision of these mechanisms

19 days for senior public sector management and coordination/communication
expert (team leader) and 14 days for one junior expert with experience in
provincial management and cooperation (team member)

GL 2.1

Conduct training need assessment, develop training program and facilitate
management training for P135 staff in Gia Lai

16 days for senior HR capacity building expert (team leader) and 10 days for
one training expert to conduct participatory training (team member)

KT 1.1

Assess current situation related to operation and maintenance (O&M) of P135
infrastructure in Kon Tum, and develop O&M handbook that reflects local
conditions

56 days for one senior infrastructure management/O&M expert (team leader)
and 40 days for one junior infrastructure management/O&M expert (team
member)



TA providers are invited to express interest in full assignments or in
individual consultant positions under each assignment. Each TA provider may
express interest in one or several positions/assignments.



Applicants should submit a 1-2 page expression of interest letter concisely
describing their qualifications for, and interest in, the
assignments/positions applied for. The letter should include the reference
number of each assignment applied for and clear reference to each position
if individual positions are applied for. CVs for all consultant proposed for
the applied positions/assignments should be attached.



For this call, the project will apply the 2009 UN/EU cost norms for
calculation of consultant rates for all successful TA providers.
Short-listing and negotiation regarding contract conditions will be
undertaken by the SM-P135 project while final selection and contracting will
be done by the provincial CEMs in each partner province.



Qualified TA providers who expressed interest in inclusion in the project’s
TA Pool (call published in November 2009) will be contacted directly
concerning the advertized assignments.
