[Ngo-admin] Severance payout to local staff

Hello NGO-Admin Group,

I would highly appreciate if you would share with me if any NGOs in Vietnam
have paid out the severance allowance (as of December 31st, 2008) to the
local staff to clear the severance liabilities and what about the process
how to do it right.
