Message from UNDP Vietnam Procurement Unit

Dear colleagues and friends,

The UNDP Viet Nam seeks 01 International Consultant to conduct research on international human rights standards in relation to certain administrative sanctions in Vietnamese law and practice (administrative detention).

Ministry of Justice, with UNDP's support, wishes to conduct research into the current practices and procedures involved in the sentencing of individuals to administrative measures involving detention, and to review those practices in light of the standards of international human rights instruments to which Viet Nam is a party, in order to provide recommendations to the Drafting Committee for incorporation into the draft Law on the Handling of Administrative Sanctions

The objective of the work is to identify the international human rights standards, as applicable in Viet Nam, relevant to administrative detention, including both standards of general application and those which apply to particular groups who may be detained administratively in Viet Nam (including juveniles, drug users, sex workers) and to guide the field research team in VN to assist it in assessing compliance of Vietnamese law and practice with these standards, and in formulating recommendations to address any issues identified
