MONITORING AND EVALUATION OFFICER


FOR WATSAN PROJECT IN THE MEKONG DELTA


 

  
                                                        


 

CARE International in Vietnam is seeking an experienced and qualified person
to fill the position of Evaluation and Monitoring Officer for the project
"Water and Sanitation for Rural Poor in the Mekong Delta". This project
presents an innovative approach to water and sanitation service delivery in
poor and remote villages in the Mekong Delta.  It will increase the number
of poor households who invest in water and sanitation facilities by
identifying and marketing affordable technical solutions; supporting hygiene
and sanitation behavior change; and establishing integrated village level
water and sanitation plans. Better access to water and sanitation will
improve the health and productivity of poor rural men and women and
contribute to a sustainable reduction of poverty in the target communities. 

 

Position information:

Position title: M&E Officer-Watsan Project

Contract period: from start working day to 30 September 2011 

Base in: Soc Trang with travel to project sites as required

 

Position Summary:

To ensure the effective management of M&E systems including maintaining
proper and timely monthly, bi-annual and annual report systems. 

 

Responsible for conducting annual household assessment survey and
satisfactory survey and analyse the results to give recommendations for
management to improve project activities.

 

Duties

1.                   Project monitoring and management of project
information system

a)       Conduct regular household surveys (quantitative and qualitative) in
identified villages according to the questionnaire and format established
and collate information gathered

b)      Conduct regular partner and beneficiary satisfaction assessment and
other surveys as required

c)       Update and maintain project database

d)      Assist project manager and team leader in analyzing data and
assessing project progress 

e)       Manage the project management information system

f)        Liaise and coordinate with partner organization and collect
relevant data for project monitoring system and according to the established
indicators

g)      Prepare project monitoring report and assist Team Leader in
preparing activity plan

 

2.                   Capacity building 

a)       Identify, plan and implement capacity building program for partner
and project staff in project monitoring related activities 

b)      Establish and ensure the commune and village level structures adopt
appropriate monitoring system 

c)       Train field staff, motivators and the project implementation team
in the collection of data

d)      Assist in the establishment of a participatory monitoring system to
access feedback from beneficiaries and local villages and document lessons
learned

 

3.                   Supervision and coordination

a)       Coordinate with partners and project on day-to-day activity
implementation

b)      Supervise data collection by field staff, motivators and the Project
Implementation Team.

 

4.                   Support programmatic management of the program

a)       Liaise with project consultant organizations, local government
agencies and local program partners at all levels to obtain  active support
for the project activities;

b)      Maintain a close working relationship with the CARE in Vietnam
project team in all project activities;

c)       Support the work of external consultants and interns;

d)      Provide input to program monitoring and evaluation systems;

 

Selection Criteria

1.       University in community development or Bachelor of science.

2.       Minimum two years of work experience in running an M&E system,
preferably watsan indicators system.

3.       Experience in working rural development for NGO.

4.       Other skill required is data analysis, writing report, presentation
skills and training skills.

5.       Proficient in SPSS and MS office applications (Excel, Word and
PowerPoint)
