Pact, an international NGO based in Washington, D.C., works with local organizations to meet pressing social needs in HIV/AIDS, livelihoods, and other areas in dozens of countries around the world.  Pact Vietnam is made up of a growing, dynamic team currently focused on efforts to prevent the spread of HIV/AIDS and to ensure that those living with HIV/AIDS receive urgently needed treatment, care, and support. We are seeking two talented individuals to join our dynamic team in Ha Noi, Vietnam. These positions are for inclusion in an upcoming proposal submission and are contingent on award of funding

Deputy Country Director (DCD) / Deputy Chief of Party (DCOP)


Position Description

The DCD/DCOP will be responsible for working closely with the Country Director to achieve all the goals and objectives of a five-year program funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), as well as a project funded by the Global Fund for Tuberculosis, AIDS, and Malaria. The successful candidate will have extensive experience in managing complex USAID programs, providing HIV/AIDS technical assistance, organizational capacity development, supervising teams, and ensuring compliance with USAID rules and regulations.



The DCD/DCOP has extensive knowledge of and management experience in a range of community-based HIV/AIDS programming, particularly in a concentrated epidemic, including prevention of HIV transmission; PMTCT; care and support for AIDS orphans, other vulnerable children, and HIV-infected individuals (including palliative care) and their affected families; community mobilization; and impact mitigation in resource-constrained countries. Additionally, the DCD/DCOP has in-depth knowledge of and a proven track record of working successfully with major governmental HIV/AIDS funding sources such as USAID, CDC, other US government agencies, Global Fund, private foundations, and corporations.



The DCD/DCOP supervises the Program, Capacity Development, and Results and Measurement (RM) teams and ensures that these teams interact effectively with other country office teams. The DCD/DCOP ensures that technical and organizational expertise and leadership in HIV/AIDS programming is provided to Pact staff and partners. The DCD/DCOP works with the Finance, Administration and Grants teams to ensure Pact and partner compliance with USAID and Pact operations procedures. The DCD/DCOP is part of the Pact Vietnam senior management team and serves as acting country director in the CD's absence.


Desired Qualification, Education and Experience

*         Expertise in a broad range of HIV/AIDS technical areas, especially relevant to concentrated epidemics, extensive knowledge of and management experience in all aspects of community-based HIV/AIDS programming (design, development, and implementation) with a special focus on prevention of HIV transmission; care and support for orphans and other vulnerable children; HIV infected individuals (including palliative care) and their affected families; and community mobilization and mitigation in resource-constrained communities

*         Demonstrated experience in designing, implementing and monitoring HIV/AIDS programs

*         Demonstrated organizational, training, and facilitation skills; workshop and curriculum design experience a plus

*         Experience working with vulnerable groups and multi-sectoral partners, government ministries and agencies, civil society, international PVOs, community leaders, and policy makers

*         Experience managing small sub-grants and building the capacity of nascent NGOs and CBOs

*         Demonstrated knowledge of USAID/PEPFAR results reporting and grantee monitoring, evaluation, and reporting requirements

*         Demonstrated knowledge of USAID funding processes and requirements

*         Excellent oral communication and writing skills, interpersonal skills, and the ability to work in a team setting

*         Ability and willingness to travel domestically and internationally

*         Professional advanced degree, preferably a master's in public health, management, international development, or a clinical or other related degree

*         Minimum of 10 years relevant experience in international HIV/AIDS programs, including at least three years of high-level management experience; regional or Vietnam experience preferred

*         Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, international PVOs and local CBOs

*         Computer literacy in Word, Excel, and PowerPoint are required

*         Knowledge of Vietnamese language a plus



HIV Senior Technical Advisor Prevention, Care and Support with Most-At-Risk Populations


Position Description

The HIV/AIDS Senior Technical Advisor will report to the Chief of Party on a USAID-funded HIV and civil society program. The candidate will lead a technical team to provide technical leadership to the project and partners. S/he should have extensive knowledge of and technical advisory experience in HIV/AIDS programming, with significant experience with MARPs and HIV prevention, and civil society participation in HIV/AIDS services. The candidate should have in-depth knowledge and a proven track record of working successfully with USG-funded health activities, preferably in a concentrated HIV/AIDS epidemic or in Southeast Asia/Vietnam.


Desired Qualification, Education and Experience
A minimum of 10 years experience in HIV/AIDS program implementation, with at least 50% of that time in prevention programming.

*         Masters of Public Health or related advanced degree.

*         Demonstrated experience in designing, implementing and monitoring HIV/AIDS prevention program and harm reduction activities in concentrated epidemics. Demonstrated ability to translate epidemiologic data on HIV/AIDS into focused, effective programming. Ability to identify opportunities, implement and facilitate effective HIV/AIDS interventions.

*         Experience working with vulnerable and MARP groups.

*         Demonstrated experience presenting technical findings in professional publications or presentations.

*         Demonstrated strong training, mentoring, and facilitation skills.

*         Ability to engage with multi-sectoral partners, civil society, private sector, community leaders, and policy makers on issues related to HIV/AIDS.
Demonstrated knowledge of monitoring, evaluation and reporting processes and evidence-based programming.
Excellent oral communication and writing skills, interpersonal skills, and the ability to work in a team setting.
Ability to perform and prioritize multiple tasks.
Availability to travel both within Vietnam and internationally.
Computer literacy in Word, Excel and PowerPoint required.
Fluency in English required. Proficiency in Vietnamese preferred.
