[Ngo-admin] Call for interest expression on M&E consultant

Global Fund Round 10 - Health System Strengthening - Intervention 2.1 -
Pharmacovigilance is implemented by Hanoi University of Pharmacy. We are
seeking an individual external expert for M&E consultant position.

The M&E consultant will be responsible for establishing and providing
ongoing support for implementing the project’s M&E system, in line with
Global Fund guidelines for M&E.

   - Define the detailed responsibilities of the M&E local unit and the M&E
   officers.
   - At start-up, with key stakeholders, use the available log frame and
   project budget to make a detailed design of the M&E system. Include
   performance questions, information needs, indicators and related targets,
   methods, sampling collection procedure and reporting formats and data
   analysis procedures. Ensure that these supplement and link to the existing
   M&E processes of implementing partners and other stakeholder groups.
   - For the baseline survey, supervise data entry and provide preliminary
   analysis of findings if coordinating implementation required.
   - Recommend suitable professional M&E training for all staff during
   years 1, and provide this training where possible.
   - Outline the management M&E information system, define reporting
   requirements from managers responsible for implementing
   activities/components and define formats for standard reports (e.g.,
   quarterly and annual reports*
