[Ngo-admin] Vacancy Announcement- Training Specialist on Fiscal, Financial and Budgetary Affairs

UNDP Vietnam and the Vietnamese National Assembly Committee for Financial and Budgetary Affairs (CFBA) has just started the Project “Strengthening the Capacities of Budget Oversight for People’s Elected Bodies in Vietnam” with the following components:
	1. Strengthening the budget oversight capacity of the CFBA
	2. Strengthening the capacity of local People’s Councils in budgetary decision-making and oversight
	3. Enhancingthe cooperation and effectiveness of the participation in budget oversight by the NA Ethnic Council and other agencies of the National Assembly. 
One of the first activities is to conduct  a need assessment of the provincial training needs regarding budget oversight and fiscal, financial and budgetary know how and to develop a detailed training plan for capacity support to PPCs, including the resources needed, required training tools, detailed content of training modules, and implementing schedule.  The assignment is expected to be conducted in April 2013.  The Project is looking for a qualified Training Specialist on Fiscal, Financial and Budgetary Affairs to undertake this important assignment.
Attached are the TOR and Evaluation Criteria table.  
 
Interested individual consultants must submit the following documents/information to demonstrate their interest and qualifications:
	* Letter of Interest: explaining why they are the most suitable for the work; providing a brief overview on how they will approach and conduct the work; 
	* CV, including past experience with similar type of work and the names of three references; 
	* Daily consultancy fee.
