font-family:"Arial","sans-serif"'>The United Nations in Viet Nam seeks one
international early recovery consultant from May to September 2010 to improve
the capacity and performance of the Early Recover Cluster in the country. <o:p></o:p></span></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal style='text-align:justify'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'>Vietnam is a country prone to natural
disasters. The country is regularly hit by dozen powerful typhoons every year,
causing great loss of assets and human lives. Typhoon Ketsana hit the Central
region of Viet Nam on September 29<sup>th</sup> 2009, and caused significant
damage to infrastructure, crops and livelihoods. <o:p></o:p></span></p>
<p class=MsoNormal style='text-align:justify'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>
<p class=MsoNormal style='text-align:justify'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'>In dealing with the aftermath of this and
other subsequent disasters, the government distributed food and emergency
support to the affected regions. NGOs and UN agencies have also supported the
national efforts through the provision of medications, food, non-food items and
shelter material. <o:p></o:p></span></p>
<p class=MsoNormal style='text-align:justify'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>
<p class=MsoNormal style='text-align:justify'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'>However, lessons learnt from this particular
event show that there is a clear need for proper early recovery assessment in
planning in order to ensure that affected individuals are able to recover
completely and to link emergency relief to longer-term sustainable development
plans already in place in the country. The early recovery (ER) cluster -
consisting of the United Nations agencies, international NGOs, the Red Cross
and other national partners was activated along with health, WASH, education,
nutrition and livelihood clusters.<o:p></o:p></span></p>

font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>

to provide support to early recovery activities to enable people to recover
from such disasters, an international consultant, with extensive knowledge and
experience in early recovery is urgently needed.<o:p></o:p></span></p>
