<p class="MsoNormal">UNDP Viet Nam seeks 01 International consultant to produce a project Inception Report and develop strategic implementation plan for Project: “Vietnam / UNDP / UNEP Partnership Initiative for the Integration of Sound Management of Chemicals
in Development Planning and Processes”<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Coupled with accelerated industrialization, inadequate or insufficient prevention measures, and low awareness within the industrial and other sectors about chemical risk and safety procedures, Viet Nam has experienced increased levels of
pollution, industrial related accidents and spills. Main barriers that have limited Viet Nam in its ability to deal with chemical related problems are associated to (i) insufficient capability and resources to manage chemical sector in effective and environmental
sound manner; (ii) Lack of enabling environment to facilitate the sound management of chemicals (SMC); (iii) lack of effective co-ordination, unclear division of responsibility and overlapping mandates of various institutions involving in chemical management.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">In order to consolidate sound management of chemical (SMC) in Vietnam, the project will provide technical assistance to the Vietnam Chemicals Agency (Vinachemia) under Ministry of Industry and Trade (MOIT) of Government of Viet Nam (GoV)
to address the above mentioned barriers, to promote sound management of chemicals and its integration into economic planning and decision making. The project also helps Viet Nam to fulfill its commitments to associated international conventions it has ratified.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The project now will enter an inception phase follows by the inception workshop planned in Hanoi in October 2012. This is an essential stage for fine-tuning the project implementation strategy and establishment of concrete foundation for
future success, which include, inter alia, project management structure.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">A highly qualified expert with experience in implementation of projects of similar type and size is required to help Vinachemia/MOIT and project partners to develop an inception phase report which describe clearly the project implementation
strategy and its key components mentioned above.<o:p></o:p></p>
