<p style="margin:6pt 0cm;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">The <a name="13c1d491dd806fbe_OLE_LINK1">Flemish Association for Development, Cooperation and Technical
Assistance </a>(VVOB or Vlaamse Vereniging voor Ontwikkelingssamenwerking en
Technische Bijstand) is a non-profit organization founded in 1982. Its core
task is to provide technical assistance in projects and programmes to be
implemented in 9 developing countries in Africa, Asia and Latin America in
joint management with and funded by the federal and Flemish governments. In
doing so, VVOB makes a major contribution to local capacity development and
human development. </span></p>
<p style="margin:6pt 0cm;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">In
Vietnam VVOB started working from 1992 in field of education and agriculture
development. The objective of the VVOB Vietnam education programme for
2008-2013 is the improvement of the quality of Lower Secondary Education (LSE)
in North and Central Vietnam (i.e. Thai Nguyen, Quang Ninh, Nghe An, Quang Nam
and Quang Ngai) through an integrated support of the Active Teaching and
Learning (ATL) change processes by means of Environmental Education (EE) and
Information and Communication Technologies (ICT).</span></p>
<p style="margin:6pt 0cm;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">In order
to implement educational innovations effectively within the framework of
education service development, the main strategies of the VVOB Vietnam
education programme 2008-2013, in line with 3 of MOET’s 7 proposed strategies,
is capacity building of all education stakeholders through three interventions
in support of the ATL change processes:</span></p>
<ol style="margin-top:0cm" start="1" type="1">
<li style="margin-top:6pt;margin-bottom:6pt;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">An
intervention for the <b>educational
managers</b> at provincial, district and school level to improve their
educational competencies to guide the ATL change process.</span></li>
<li style="margin-top:6pt;margin-bottom:6pt;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">An
intervention for the lecturers of the <b>Teacher
Training Institutions</b> (TTIs) to improve the pre-service and in-service
teacher training at provincial level in order to organize the ATL change
processes at district and school level.</span></li>
<li style="margin-top:6pt;margin-bottom:6pt;text-align:justify"><span style="font-size:10.5pt;font-family:Arial,sans-serif">An intervention
to strengthen the <b>relation between
the school and the wider community</b> (Women’s Unions) in support of the
ATL change processes.</span></li>

program has 3 components conducting the 3 above-mentioned interventions: </span></p>

Vietnam representative office in Hanoi has personnel of 2 expatriates and 11
national staff who are coordinating program activities.</span></p>

Vietnam education program Gender equality is a cross cutting theme and
seriously taken into consideration in the decision making and related actions
of the programme.</span></p>

strengthen gender mainstreaming skills for staff of VVOB Vietnam representative
office in Hanoi to achieve gender equality in all existing programmes
activities as well as preparation to formulate a new program starting in 2014,
gender coaching is necessary and a coaching consultant is needed. </span></p>

thành lập từ 1982. Nhiệm vụ trọng tâm của VVOB là hỗ trợ kỹ thuật cho các
chương trình và dự án triển khai tại 9 nước đang phát triển ở Châu Phi, Châu Á
và Châu Mỹ Latin, cùng hợp tác quản lý và tài trợ bởi Chính phủ Fla-măng. VVOB
đã đóng góp một phần không nhỏ vào việc nâng cao năng lực và phát triển con người

làm việc với Sở Giáo dục và Đào tạo; 2) Hợp phần Đào tạo giáo viên (TT) làm việc với Trường Cao đẳng/Đại học và 3) Hợp
phần Tăng cường sự tham gia của cộng đồng trong giáo dục (SP) làm việc với Hội
LHPN tại 5 tỉnh chương trình.</span></p>

VVOB Việt Nam tại Hà nội có 13 nhân viên trong đó có 2 chuyên gia nước ngoài và
