về Nhân quyền) là một cơ chế chính thức của Liên Hợp Quốc trong đó các quốc gia
sẽ đối thoại và đưa ra các khuyến nghị nhằm mục đích cuối cùng là cải thiện
tình hình nhân quyền ở một nước thành viên. UPR lần thứ ba của Việt Nam đã diễn
ra vào ngày 22/01/2019, trong đó Việt Nam đã nhận được 77 câu hỏi và 291 khuyến
nghị từ 121 quốc gia. </p>
<p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif">291 khuyến nghị tập trung vào nhiều vấn đề (xin tham khảo 9
cụm chủ đề sẽ được trình bày trong Chương trình dự kiến kèm theo của Phiên làm
việc mở). Các khuyến nghị này đang được Chính phủ thảo luận và kết quả sẽ được
công bố chính thức trước Hội đồng Nhân quyền vào ngày <b>04/07/2019.</b></p>
<p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif"> Trong các kỳ UPR trước
(2009 và 2014), Việt Nam ủng hộ khoảng trên 80% các khuyến nghị, và trung bình sẽ
có khoảng 4 năm để thực hiện các khuyến nghị này.</p>
<p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif"><b>Việc hiểu biết về các
khuyến nghị UPR và cách thức áp dụng sẽ có ích cho các tổ chức phi chính phủ,
các nhóm hoạt động xã hội, các nhà nghiên cứu về chính sách, pháp luật và tất cả
các cá nhân để vận dụng trong quá trình làm việc, nghiên cứu, học tập và thực
hành quyền của mình.</b></p>

</div><p class="MsoNormal" align="center" style="margin:12pt 0cm 10pt;text-align:center;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif"><b><span style="font-size:12pt;line-height:115%">UNDERSTANDING AND APPLICATION OF THE UPR RECOMMENDATIONS FOR VIETNAM</span></b></p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif"><b>Dear Colleagues,</b></p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif">UPR (Universal Periodic Review) is a peer review mechanism at
the United Nations, in which country members will take a public dialogue and
give recommendations for the ultimate goal of improving human rights in the reviewed
country. The third UPR of Vietnam took place in January 22, 2019, where Vietnam
received 77 questions and 291 recommendations from 121 countries. </p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif">291 recommendations address various issues <i>(please refer to nine clusters of UPR
recommendations for Vietnam included in the attached agenda of the Open Session).</i>
These recommendations have been examined by the Government and the result will
be formally adopted at the UN Human Rights Council on <b>July 04, 2019.</b> </p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif"> In previous UPR (2009
and 2014), Vietnam supported more than 80% of received recommendations, which
the country had approximately 4 years to implement before the next review. </p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif">NGOs, social activists, academic reseachers, policy makers,
and individuals, when informed about UPR recommendations and how to apply them,
could utilize these recommendations in your work and in your exercise of
rights. </p><p class="MsoNormal" style="margin:0cm 0cm 10pt;line-height:115%;font-size:11pt;font-family:Calibri,sans-serif">With support from the UN in Vietnam, Human Rights Space
