This is the same kind of risk management process that Project RENEW has
been using in Quang Tri Province.  Successful examples in France and
Germany prove that we can *make Vietnam safe*. Countries in Europe have a
mechanism to respond to UXO, similar to what Project RENEW/NPA has
implemented in Quang Tri.  According to this article, in western France
combat engineers (EOD experts) were called out 556 times during 2008-2013
to deal with UXO.  The article emphasizes the need to educate the French
people on UXO awareness, to prevent deaths or injuries like one man killed
in 2009 when he tried to defuse 10 small shells himself.


Project RENEW is combining risk education - teaching children and adults
how to be safe, and how to report ordnance when they find it - with quick
response by EOD teams, who safely remove or destroy the ordnance.  The
answer to the problem is basically the same all over the world - whether in
Vietnam or in post-WWII Europe.
